Location: Chisinau, Chisinau
HIAS Moldova is looking for a consultant / research institution to carry out a labor market analysis in the Republic of Moldova, to inform the design of an economic inclusion project for asylum seekers and refugees from Ukraine. The study will aim to find relevant labor opportunities for wage employment and self-employment for asylum seekers, refugees, and local vulnerable social groups. It will help identify the main challenges and gaps that asylum seekers, refugees and other stakeholders face when trying to include refugees in economic activities.

Background

HIAS is a global Jewish nonprofit organization working across the globe to ensure that refugees and displaced persons are protected. HIAS Moldova has been established in 2022 to support ongoing programs. The Economic Inclusion Program proposed by HIAS, with a gender focus, aims to rapidly generate income while reducing protection risks.HIAS intends to promote collaboration with the private sector towards the inclusion of refugees and migrants in value chains. Between 24 February and September 2022, Moldova received over 600,000 refugees from Ukraine; over 90,000 remain in the country at the time of writing. This situation has created significant economic and humanitarian needs. Many refugees seek to re-enter the labor market but face barriers such as language, recognition of qualifications, and childcare needs.

Objectives

The market assessment will apply to refugee seekers: 1) asylum seekers from various locations who came to Moldova over the last 15 years and 2) asylum seekers from Ukraine. The overall objective is to carry out a Labor Market Assessment for refugees located in Moldova (with focus on Chisinau, Balti, Cahul, Soroca, and Criuleni) to provide evidence-based information for program design and to recommend actions in the short, medium, and long term to promote self-reliance and livelihoods with gender, age and diversity focus.

The specific objectives
  • Identify enablers and barriers to refugee employability and self-employment and opportunities to mitigate barriers and maximize opportunities
  • Identify main market niches where refugees might be employed by the private sector or where refugees can advance
  • Provide insights on resources, training, start-up capital and other support for extremely poor refugee populations
  • Identify organizations engaged in economic inclusion and map relevant institutions, their influence, and willingness to work toward the objective
Process
  • Phase 1: Plan of action – develop a Plan of Action with methodology, research team, timeframe and budget
  • Phase 2: Research development and fieldwork – conduct research and deliver reports with information gaps and the approach to fill them; conduct monthly HIAS review meetings
  • Phase 3: Draft final study report – present draft findings and incorporate feedback
  • Phase 4: Dissemination and presentation – deliver final study to HIAS staff and key stakeholders
Methodology

Use a mixed methods approach including qualitative and quantitative data collection, such as:

  • Review of secondary sources and assessments
  • Focus group discussions with asylum seekers and refugee communities (adults and youth under 25)
  • Key informant interviews with major employers and practitioners

Also include development and implementation of supplementary tools and a final report with data analysis, findings and recommendations.

  • Capacity assessment and market niches for wage employment in Moldova, including rural areas and outside Chisinau

  • Self-employment market niches and training needs for economic inclusion
  • Mapping of relevant institutions and their influence and willingness to cooperate
  • Financial inclusion products available for refugees, with gaps and recommendations
  • Interventions recommended for economic inclusion and an implementation plan
  • Draft report for HIAS review and final report with program improvements
  • Data set and a short external presentation (PowerPoint)
  • Workshop with stakeholders to share findings

Ownership and Beneficiaries: All documents and data produced are HIAS property. Beneficiaries include local project stakeholders, donors, policy makers and other NGOs; findings will inform policy and program design.

Qualification of Consultant
  • Open to individual consultants and research institutions
  • Advanced degree in economics, sociology or related field
  • Experience in market assessment for humanitarian programming, preferably with refugees or displaced populations
  • Experience in socio-economic studies, value chain analysis and market assessments for vulnerable populations
  • Strong knowledge of economic inclusion issues for refugees
  • Knowledge of Moldova refugee context (legal and social)
  • Strong analytical, research and presentation skills; experience with age, gender and diversity considerations
  • Fluency in English and Romanian; knowledge of Ukrainian/Russian is an asset
