Role Definition

Client: RTE (Réseau de Transport d’Électricité) Projects: Centre Manche 1 (CM1) and Centre Manche 2 (CM2) Document Type: Scope of Work / Technical Requirements for External Expertise

Objective of the Requisition

The objective of this requisition is to contract an external coating and corrosion expert to support RTE in monitoring and validating the surface protection and corrosion mitigation activities during the engineering, procurement, construction, and commissioning (EPCIC) of the Centre Manche HVDC offshore converter platforms CM1 & CM2.

The expert will assist the project management team in the review of technical documents, inspection procedures, and site supervision activities, ensuring alignment with international standards and project requirements.

Project Background & Scope

️ Platform Overview:

  • Two HVDC Offshore Substations (CM1 & CM2)

  • Each rated at 1.25 GW

  • Located in the English Channel

  • EPCIC Contractor: Consortium of Chantiers de l’Atlantique (CdA) and Hitachi Energy

  • Platform components:

    • 6 structural decks

    • Helideck

    • 2 heavy-lift cranes

    • Living quarters

Main Responsibilities of the Coating and Corrosion Expert

1. Document Review & Compliance Monitoring

  • Review EPCIC documentation:

    • Coating specifications

    • Painting plans

    • Surface preparation and application procedures

    • Corrosion protection philosophies

  • Review deviations, technical clarifications, and non-conformity reports.

  • Ensure all systems meet RTE standards and applicable international references.

  • Support the issuance of Comment Review Sheets (CRS) to EPCIC contractor.

2. Field Inspection & Quality Surveillance

  • Participate in on-site inspections during manufacturing, construction, and testing:

    • Yard fabrication in Poland

    • Painting shops in Belgium, Netherlands

    • Assembly and integration works in Saint-Nazaire, France

  • Optional attendance depending on criticality and location.

  • Monitor coating thicknesses, surface treatment quality, and proper application of anti-corrosion systems.

3. Support to RTE Internal Teams

  • Provide technical advice and validation during:

    • Weekly coordination meetings

    • Interface resolution sessions

    • Final system acceptance review

  • Contribute to RTE’s internal quality assurance activities and compliance assessments.

Required Standards & Reference Documents

The consultant must demonstrate compliance and familiarity with the following norms:

  • ISO 12944 (Corrosion protection of steel structures by protective paint systems)

  • NORSOK M-501 (Surface preparation and protective coating for offshore installations)

  • DNV-ST-0145

  • DNV-RP-B401 (Cathodic protection)

  • RTE Technical Specifications and EPCIC documentation (provided as annexes)

Required Qualifications & Certifications

  • FROSIO Certification Level II minimum, issued by an accredited FROSIO inspector (Level III).

  • Proven track record in coating QA/QC, surface protection supervision, and EPCI support.

  • Experience in the offshore energy sector, preferably in HVDC or OWF (Offshore Wind Farm) substations.

Schedule & Workload

Duration:

  • Start Date: 15 July 2025

  • Base Duration: 12 months

  • Optional Extension: +6 months

Location & Travel:

  • Remote-based position with mandatory availability for:

    • Regular project meetings (mainly held at RTE HQ – Paris La Défense)

    • Occasional on-site visits (yards in Poland, Belgium, Netherlands, France)

  • Travel and visit frequency: ~1-2 missions per quarter depending on project needs.

Language

  • English is the mandatory working language (documentation, meetings, and communications).

  • French proficiency is not required but can be beneficial.

Deliverables

  • Review reports (with technical comments and assessments)

  • Non-conformity follow-up sheets

  • Inspection summaries

  • Final recommendation report on coating completion and conformity
