Under the supervision of the Assistant Director-General of the Sector for Administration and Management (ADG / ADM), the incumbent is responsible for the safety and security of the Organisation’s staff, staff of Permanent Delegations, NGOs, IGOs, delegates, visitors, and other persons on Headquarters premises, as well as of buildings, property, and premises. The incumbent also oversees field security operations of UNESCO’s Field Network.

The incumbent will, in particular :

  1. Supervise and manage approximately 90 personnel, assessing staff performance, defining attributions, identifying training needs, and developing security training programs;
  2. Undertake risk assessments, elaborate plans, and implement mitigation measures, analyzing security requirements for Headquarters and taking necessary actions;
  3. Implement UNESCO security regulations and applicable Host Country safety/security norms and procedures;
  4. Manage financial resources for activities and maintenance, renewal, and modernization of security equipment, ensuring H-MOSS compliance;
  5. Assist the Director-General as the UN Designated Official for France, coordinating with other UN agencies;
  6. Coordinate and supervise safety/security arrangements for meetings, VIP visits, major conferences, and cultural events at HQ;
  7. Maintain relations with law enforcement, security services, and authorities in the Host Country, as well as with UNDSS and other UN agencies;
  8. Investigate cases of aggression, terrorism, violations, theft, or damage to the Organization’s property/equipment;
  9. Supervise field security operations through the Field Security Officer.

Required Qualifications:

Education:

  • Advanced university degree (Master's or equivalent) in Security Management, Political Science, International Relations, or relevant field.
  • Alternatively, a first-level university degree with relevant qualifications and two additional years of experience may be accepted.

Work Experience:

  • At least ten (10) years of professional experience in security, risk, disaster, or emergency management in government, police, military, or private sectors.
  • At least five years in leadership roles.
  • Experience in coordinating security and threat assessments.

Skills / Competencies:

  • Knowledge of planning and implementing security programs.
  • Leadership and motivation of multinational teams.
  • Judgment, discretion, resourcefulness, and initiative.
  • Interpersonal and organizational skills.
  • Strong communication skills.
  • Calmness and effectiveness in emergencies.
  • Negotiation skills with senior officials.
  • Ability to collaborate with host country authorities and agencies.

Languages:

  • Excellent French and working knowledge of English.

Desirable Qualifications:

  • Qualification in firearm management and use.
  • Certificates or training in Security Management or related fields such as SCP, SAPP, or equivalent.

Additional Work Experience:

  • Familiarity with the UN System or similar organizations.
  • Experience managing security for diplomats and VIPs.
  • Minimum four years in UN Security Management System or similar.
  • At least two years of international field experience in peacekeeping environments.

Additional Skills / Competencies:

  • Knowledge of UN security procedures and policies.

Languages:

  • Knowledge of additional UNESCO official languages – Arabic, Chinese, Russian, Spanish.

An assessment exercise may be used in candidate evaluation.

UNESCO salaries are in USD, including basic salary, post adjustment, and benefits such as 30 days annual leave, family allowance, travel, education grants, pension, and medical insurance. Details are on the ICSC website.

The starting annual salary is approximately $149,946 USD.
