Job Description

Integrated into the Cherbourg support group of the Navy, your responsibilities will include internal control, management control, and quality assurance. This role provides an opportunity to develop skills in management and internal control, which will be valuable for your career progression.

Institution Overview:

Mariners ensure the safety and protection of French maritime space 24/7 across all oceans and seas. They undertake intelligence, prevention, intervention, protection, and deterrence missions from sea, land, and air.

Work Environment:

The Cherbourg Support Group (GSC) is part of the Army Commissariat Service (SCA), primarily tasked with supporting various units within its geographic scope.

Positioned within the Performance Synthesis Division, under the authority of the division head directly reporting to the GSC commander, the Head of the Steering Office/Internal Control is responsible for implementing the integrated management system (SMI), based on internal control, management control, and quality, aiming to ensure the GSC effectively manages its activities and maintains satisfactory support performance.

The main mission of the Steering Office/Internal Control, using decision-support tools (dashboards and indicators), is to provide objective and reliable information on support quality to the GSC chief and SCA domain experts.

Responsibilities:

  1. Understand directives, tool usage, and updates related to internal control as defined by the central Directorate of the Army Commissariat;
  2. Maintain the permanent auditability file;
  3. Monitor supervision controls and update the verification register;
  4. Transmit indicators to the eight expert centers and update dashboards;
  5. Participate in performance management through management control;
  6. Prepare and support external audits and follow up on recommendations;
  7. Assist internal control actors in fully assuming their responsibilities in this area.

Additional Activities:

  • Participation in overseas operations (OPEX) or internal missions (MISSINT) as required by SCA (missions can last up to 4 months).

Job Location:

Cherbourg-en-Cotentin (50), naval base. Initial Officer training of 4 weeks at the Naval School – Lanvéoc (29).

Candidate Profile:

  • Master's degree 1 or 2 in management control, internal control, or auditing;
  • Proficiency in Microsoft Office;
  • Analytical, synthesis, and writing skills; reactivity, rigor, organizational skills, autonomy, availability, and good interpersonal skills.

Prerequisites:

  • French nationality;
  • Physical and medical fitness;
  • Aged between 21 and less than 30 years as of January 1 of the recruitment year;
  • Completed the Defense and Citizenship Day (JDC - formerly JAPD);
  • Ability to swim.

Age ranges for recruitment:

  • 18 to 26 years (VOA/VAC, training, commissariat, Mistral);
  • 27 to 33 years (OSC, commissariat, OSC Ops, Mistral).
