Job Description

Integrated into the Cherbourg support grouping of the commissariat, your responsibilities will include internal control, management control, and quality assurance. This role offers an opportunity to develop skills in management and internal control, which will be valuable for your career advancement.

Institution Description:

Mariners ensure the safety and protection of French maritime space 24/7 across all oceans and seas. They undertake missions involving intelligence, prevention, intervention, protection, and deterrence, operating at sea, on land, and in the air, with a force of 40,000 personnel.

Work Environment:

The Cherbourg support grouping of the commissariat (GSC) is part of the Armed Forces Commissariat Service (SCA), primarily tasked with supporting various units within its geographic area.

Based within the Performance Synthesis Division (PS) and reporting directly to its head and the GSC commander, the Head of the Steering / Internal Control Office is responsible for implementing the integrated management system (SMI), which includes internal control, management control, and quality assurance, ensuring that GSC activities are well-managed and support performance is satisfactory.

The main mission of the Steering / Internal Control Office, supported by decision-making tools such as dashboards and indicators, is to provide objective and reliable data on the quality of support to the GSC chief and the SCA domain experts.

Responsibilities:

  • Understand directives, tools, and evolutions related to internal control as defined by the central management of the SCA;
  • Update the permanent auditability file;
  • Monitor supervision controls and update the verification registry;
  • Transmit indicators to the eight expert centers and update dashboards;
  • Participate in performance management through management control;
  • Prepare and support external audits and follow up on recommendations;
  • Assist internal control actors in fully assuming their responsibilities.

Additional Activities:

  • Participation in external (OPEX) or internal (MISSINT) missions as needed by the SCA (missions lasting up to 4 months).

Position Location:

Cherbourg-en-Cotentin (50), naval base. Initial Officer training of 4 weeks at the Naval School – Lanvéoc (29).

Candidate Profile:

  • Master 1 or 2 in management control, internal control, or audit;
  • Proficiency in MS Office;
  • Analytical, synthesis, and writing skills, reactivity, rigor, organizational sense, autonomy, availability, and good interpersonal skills.

Prerequisites:

  • French nationality;
  • Physical and medical fitness;
  • Age between 21 and less than 30 years at January 1 of the recruitment year;
  • Completion of the Defense and Citizenship Day (JDC - ex JAPD);
  • Swimming ability.

Age brackets for recruitment:

  • 18-26 years (VOS/VAC, training, commissariat, maistrance);
  • 27-33 years (OSC, commissariat, OSC ops, maistrance).
