A contractual employee may be recruited for this position pending the recruitment of a civil servant. The proposed contract cannot exceed one year, renewable up to a total duration of 2 years.

Job Description

Direct collaborator of the General Directorate of Services, responsible for providing advice, methodological, and organizational support, and assisting the Directorate in project management and crisis management upon request.

Hierarchical Positioning

Reporting to the Director General of Services.

Roles and Conditions of Exercise

  • Support to the General Directorate of Services (one DGS, four department heads) on all issues to prepare analysis tools, management, and decision-making support.
  • Legal advice, monitoring, and support to departments and services.
  • Provide advice, internal audit, and assist in adapting and transforming the organization's structure to make it more efficient and fulfill the objectives of the mandate.
  • Monitor the organization of decision-making bodies and monthly meetings of the Directorate.
  • Draft, review, and verify minutes of municipal offices, municipal commissions, monthly meetings, and strategic meetings, including reviewing minutes of Municipal Councils.
  • Act as a link between the Directorate General, department heads, and the Assembly Department (monitoring internal procedures, drafting or reviewing minutes, preparing agendas, etc.).
  • Draft framing notes.

In relation with the territorial public establishment of Plaine Commune:

  • Provide advice and expertise on territorial issues not specifically targeted within the general management, especially related to the DSIM (Shared Information Systems Department).
  • Ensure the presentation of projects and inter-municipal files during meetings of municipal bodies, the General Directorate, and monthly meetings.

Profiles Sought - Experience Recommended

  • Level II qualification in local government, public law, political science, or territorial development.
  • Experience in a similar position is appreciated.

Required Skills

  • Knowledge of the legal environment and functioning of local authorities.
  • Ability to identify and analyze issues with a broad perspective and work quickly on diverse topics.
  • Methodology of project management, strong organizational and planning skills, and anticipation capability to support the General Directorate in deploying and monitoring cross-cutting projects.
  • Ability to work transversally and lead collaborative efforts.
  • Managerial vision.
  • Strong writing skills, rigor, and synthesis ability.

  • Listening and proposing skills to improve collective performance and foster positive cooperation among all actors involved in municipal policies.
  • Availability, reactivity, and adaptability.
