L'Agence Française de Développement recherche un juriste pour un contrat à durée déterminée afin d'assister son équipe juridique sur des questions spécifiques liées à son statut et ses relations contractuelles. Vous participerez à la mise en œuvre de la politique de prévention des risques juridiques, tout en offrant un soutien sur les questions de droit public. Le poste nécessite un master en droit des affaires publiques et une expérience préalable.

  • Expérience professionnelle initiale dans le secteur public, le secteur financier ou en cabinet d'avocats.
  • Culture juridique générale solide.
  • Participation à des projets complexes nécessitant des compétences juridiques avancées.

Description du poste

JOB TITLE

What will be your role?

Post to be filled within the framework of a fixed-term contract, from September 2025 to March 2026 (prevision).

Your main mission will be to support the Group on legal issues related to the status of AFD as a public establishment; relations with its subsidiaries Proparco and Expertise France; and contractual relations with other public and private entities.

With your excellent understanding of the specificities related to the EPIC status of AFD and its international context, you will participate particularly in defining and implementing AFD's legal risk prevention policy.

Your writing skills will enable you to conduct active monitoring on topics related to the missions and activities of the position.

Your activities will include:

  1. Monitoring and analyzing applicable regulations to the public sector: advising, implementing their application within the public establishment.
  2. Ensuring interpretation and application of AFD's statutory provisions and applicable legal and regulatory provisions as a public establishment and an approved financing company by the ACPR.
  3. Contributing to the contractualization and legal monitoring of AFD's relations with supervisory authorities, ministries, control authorities (inspection bodies, Court of Auditors, etc.), and with subsidiaries and group holdings (notably Proparco and Expertise France).
  4. Participating in negotiation, formalization, and implementation of various contractual arrangements related to financial aid granted by AFD for its own account, or on behalf of the State and third parties. Supporting entity structuring. Contributing to cross-functional projects on these topics.
  5. Supporting operational services and General Management on any questions related to public law (public companies law, public finance, access to administrative documents, local authorities law, public procurement, etc.), as well as in pre-litigation and administrative litigation matters.
  6. Providing support on public international law issues, especially regarding AFD's status in its intervention geographies, in collaboration with relevant legal experts.
  7. Participating in the capitalization and dissemination of legal tools and best practices.
  8. Participating in the escalation of legal issues to alert the legal department on various legal challenges.

Who are we looking for?

1. Skills required:

  • You have initial professional experience within the public sector, financial sector, or a law firm (possibly during an internship).
  • You possess a good general legal culture, allowing you to identify legal issues from a transversal approach.
  • You have participated in complex projects requiring diverse advanced legal skills, in collaboration with your hierarchy and operational teams.

3. Education level / diploma:

  • Master II in public business law and/or CAPA. You have successful initial professional experience.

The Institutional Legal Support Division (JIN) is responsible for exercising the powers of the Legal Department (JUR) related to institutional activities and all activities of AFD (statutes, governance, relations with the State, banking regulation and approval, prudential supervision, refinancing and capital markets, relations with subsidiaries and holdings, shareholder or director mandates of AFD and its representatives, support in financing operations, restructuring, pre-litigation and litigation, partnerships, etc.), excluding social law or tax law questions.
