General Description

The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting. The role also includes direct line management of procurement personnel who will assist in delivering the required scope.

The Operations & Maintenance Procurement and Contract Management team handles project sourcing processes and specializes in tendering, contract negotiations, and contract management. They are accountable for sourcing products and services at the best cost for value (competitive total cost, HSE, lead time, quality, etc.) and ensuring processes are run in a compliant and efficient manner. They lead commercial and contractual negotiations, work closely with engineering, operations, legal teams, and stakeholders, identify contractual risks, and recommend mitigations or alternative solutions. They also support dispute resolution, including arbitration and claims management.

Main Accountabilities
  • Manage procurement activities and contract management for Offshore Windfarm/Projects.
  • Develop sourcing plans for O&M to meet internal requirements.
  • Register and vet suppliers.
  • Ensure contract management meets HSSE and quality standards.
  • Deliver value through procurement for windfarm/project O&M in France and seek synergies within OW portfolio.
  • Manage procurement process: tendering, clarifications, negotiations, evaluation, and awards.
  • Establish Framework Agreements and SLAs for repeat spend.
  • Monitor supplier performance and compliance.
  • Ensure adherence to procurement policies and governance.
  • Represent Procurement & Contract Management in management meetings.
  • Escalate risks or concerns per governance policies.
Procurement
  • Define sourcing strategies and procurement policies.
  • Identify and secure suppliers based on project needs.
  • Manage supply risks and corrective actions.
  • Oversee purchase orders, variations, invoices, and documentation.
  • Lead commercial discussions with stakeholders.
  • Identify new suppliers to enhance competitiveness and develop local supply chains.
  • Delegate duties within the team to ensure efficiency.
  • Support strategic solutions development at a corporate level.
Contract Management
  • Follow contracting processes ensuring compliance with project, HSEQ, and legal requirements.
  • Identify contractual risks and propose mitigations.
  • Prepare and defend claims, coordinate with stakeholders.
  • Manage contractual records and documentation.
  • Report regularly to project and functional management.
  • Evaluate supplier performance and contribute to global portfolio assessments.
Experience & Skills
  • 5+ years in procurement, commercial, or contract management in large industrial projects.
  • Experience drafting, negotiating, and managing high-value, high-risk contracts.
  • Familiarity with procurement processes, structures, and tools.
  • Experience working with international stakeholders in intercultural environments.
  • Languages: French and English.
