General Description

The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting. The role also includes direct line management of procurement personnel who will assist in delivering the required scope.

The Operations & Maintenance Procurement and Contract Management team runs project sourcing processes and specializes in tendering, contract negotiations, and contract management. They are accountable for sourcing products and services at the best cost for value (competitive total cost, HSE, lead time, quality, etc.) and ensuring processes are run in a compliant and efficient manner.

They are responsible for leading commercial and contractual negotiations, working closely with engineering, operations, consenting, legal teams, and stakeholders. They identify contractual risks and recommend business-oriented mitigations or alternative solutions. When needed, they support settlement of contractual disputes, including arbitration, and resolve contractual variations and claims with suppliers.

Main Accountabilities
  • Manage procurement activities and contract management for Offshore Windfarm/Projects.
  • Develop sourcing plans for O&M to meet internal requirements.
  • Register and vet suppliers.
  • Ensure high commitment to contract management, meeting HSSE and quality requirements.
  • Deliver value through procurement for wind farm/project O&M in France and seek synergy with OW portfolio.
  • Manage procurement processes: tendering, clarifications, negotiations, evaluation, and award.
  • Identify repeat spend areas and establish Framework Agreements and SLAs.
  • Monitor supplier performance and compliance.
  • Ensure adherence to procurement policies and governance.
  • Represent Procurement & Contract Management in management meetings.
  • Alert and escalate risks or concerns per Ocean Winds policies.
Procurement
  • Define and revisit sourcing/partnering strategies and policies.
  • Identify and secure suppliers based on project requirements.
  • Identify supply risks and implement corrective actions.
  • Manage purchase orders, variations, invoices, and documentation.
  • Lead commercial discussions and coordinate with stakeholders.
  • Identify new suppliers to enhance competitiveness and develop local supply chains.
Contract Management
  • Follow contracting processes ensuring compliance with project, HSEQ, and legal standards.
  • Identify and mitigate contractual risks.
  • Prepare, draft, and defend claims, coordinating with stakeholders.
  • Maintain up-to-date contractual records and documentation.
  • Report regularly to Project Director/Shareholders and HoP for O&M.
  • Evaluate key suppliers’ performance within the territory.
Experience & Skills
  • 5+ years in procurement or contract management in large industrial projects.
  • Experience drafting, negotiating, and managing high-value, high-risk contracts.
  • Knowledge of procurement processes and international stakeholder engagement.
  • Strong analytical, negotiation, and communication skills.
  • Ability to work independently, proactively, and ethically.
Other Requirements
  • Location in Paris with up to 20% travel.
  • Advanced MS Office and database management skills.
