General Description

The Operations & Maintenance Procurement and Contract Manager will provide all elements of contract administration, procurement, and commercial management support to Ocean Winds’ operational assets within the country. Responsibilities include procurement process management, contract negotiation, contract management and administration, payments/forecasting, SRM, and reporting.

The role also includes direct line management of procurement personnel who will assist in delivering the required scope. The Operations & Maintenance Procurement and Contract Management team handles project sourcing processes and specializes in tendering, contract negotiations, and contract management. They are accountable for sourcing products and services at the best cost for value (competitive total cost, HSE, lead time, quality, etc.) and ensuring processes are compliant and efficient.

The team leads commercial and contractual negotiations, manages contracting processes, and collaborates closely with engineering, operations, consenting, legal teams, and relevant stakeholders. They identify contractual risks and propose business-oriented mitigations or alternative solutions. When necessary, they support the settlement of contractual disputes, including arbitration and alternative dispute resolution, and resolve contractual variations and claims with suppliers.

Main Accountabilities
  • Manage procurement activities and contract management for offshore wind farms/projects.
  • Develop sourcing plans to meet internal customer requirements.
  • Register and vet suppliers.
  • Ensure contract management meets HSSE and quality standards.
  • Deliver procurement value for wind farm O&M in France and seek synergy with OW portfolio.
  • Manage procurement processes: tendering, clarifications, negotiations, evaluation, and award.
  • Identify repeat spend areas and establish Framework Agreements and SLAs.
  • Monitor supplier performance and compliance.
  • Ensure adherence to procurement policies and governance.
  • Represent the Procurement & Contract Management function in management meetings.
  • Escalate risks or concerns per Ocean Winds policies.
Procurement
  • Define and review sourcing/partnering strategies and procurement policies.
  • Identify and secure suppliers based on project requirements.
  • Manage supply risks and take corrective actions.
  • Oversee purchase orders, variations, invoices, and documentation.
  • Lead commercial discussions with stakeholders.
  • Identify new suppliers to enhance competitiveness and local supply chain development.
  • Delegate duties within the team as appropriate.
  • Support strategic solutions development at a corporate level.
Contract Management
  • Ensure contracts comply with project, HSEQ, and legal requirements.
  • Identify and mitigate contractual risks.
  • Prepare, draft, and defend claims in coordination with stakeholders.
  • Manage contractual records and documentation.
  • Report regularly to project and functional managers.
  • Evaluate key suppliers’ performance and contribute to global portfolio assessments.
Experience & Skills
  • 5+ years in procurement, commercial, or contract management in large industrial projects.
  • Experience drafting, negotiating, and managing high-value, high-risk contracts.
  • Knowledge of procurement processes, structures, and tools.
  • Experience working with international stakeholders in an intercultural environment.
  • Analytical, proactive, and capable of working with contractual negotiations.
  • Deep understanding of cost drivers and value creation.
  • Excellent communication, report writing, and presentation skills.
  • Autonomous, proactive, and able to anticipate issues and propose solutions.
