Une entreprise leader dans l'industrie recherche un Acheteur Capex basé à Dunkerque. Le candidat retenu sera chargé de gérer les contrats d'achats pour divers projets, assurant la qualité et la durabilité des solutions. Ce rôle nécessite une expertise en gestion de projet, une forte capacité d'analyse, et un bon sens commercial pour réussir dans un environnement dynamique et exigeant.

Qualifications

• Expérience de 3 à 5 ans comme Acheteur Capex ou en Ingénierie/Opérations.
• Bilingue en anglais et français.
• Connaissances en décarbonisation appréciées.

Responsabilités

• Définir et déployer des contrats en conformité avec les attentes des utilisateurs.
• Gérer le processus d'achats dans le cadre de projets Capex.
• Assurer une évaluation appropriée des fournisseurs et coordonner les activités d'achat.

As a global player and buyer of goods and services, European Procurement Organization leverages technical excellence to develop best TCO solutions to secure the Arcelormittal’s supply chain, while providing efficient and reliable services to internal customers commonly called “Users”. EPO negotiates the purchases contracts of products and services for the group mills worldwide, designing and implementing relevant strategies to anticipate market evolutions and establish transformation programs.

Location: Dunkerque

Main responsibilities:

• Set up and deploys contracts, in compliance with user expectation in terms of equipment quality, availability and TCO aspects, particularly on decarbonization projects, and in line with ArcelorMittal guidelines, values and strategies, and to this end:
• Handles the capex procurement process in coordination with the Project Manager, Lead Buyer and team (Lead User, etc.), from early definition of the purchasing strategy until completion of contract execution, and notably:

Define the right purchasing strategy (turnkey, lotting, etc.)

Selects appropriate vendors for the tendering process

Handles the tendering process in order to ensure offer handling, technical evaluation, the short listing of the best offers in terms of equipment quality, availability and TCO.

Ensures the respect of procurement process timeline and with regulations compliance, design and negotiation of the contract

Lead the final negotiations for optimized contract which maximized purchasing performance and TCO (eventually with LB and or AMCG).

Designs the contract aligned with General Conditions for Capital Purchases.

• Obtains approval of the negotiation results as per ArcelorMittal governance
• Reports in Capex Tool on projects under his/her responsibility
• Applies AMP Quality Management Policy and objectives in his/her area of responsibility
• Checks synergies, and bundles project negotiations with other Project Buyers or Procurement Managers if possible
• Ensure enriching certain RFQ’s with new suppliers
• Performs cost analysis and benchmarks on his/her project in order to ensure the submission of an optimized solution to the project.
• Shares his knowledge / lessons learned from previous experiences with the team
• Coordinates buying activities in the frame of his/her project with corporate Capex (ArcelorMittal Capital Goods) and EPCM
• Coordinates the evaluation process of the suppliers in his/her area of responsibility and reports to the Vendor Management

Your profile:

• Master’s degree. Engineering or Technical field as Mechanics, Electricity or Civil works, or equivalent
• Fluent in English and French
• 3-5y of experience in Purchases for ex. as Capex Buyer, or in Engineering or Site Operations/Maintenance
• Keen commercial and legal sense
• Highly flexible to adapt to different working scenarios
• Dynamic, persistent, working autonomously and taking initiative
• Proficiency in Office Databases (Excel, Word, PowerPoint) and SAP
• Strong appetence for decarbonization topics
