PURPOSE OF THE JOB
Manage the technical scope of bids to ensure the delivery of accurate and competitive proposals aligned with standard solutions and commercial strategies.

MAIN RESPONSIBILITIES
Key accountabilities:
- Perform requirements compliance analysis and review technical bid documents to identify gaps and risks.
- Negotiate with the Tender Leader and Bid Manager for the allocation of the technical team based on bid needs (expertise and timing).
- Analyze potential gaps between customer specifications and standard solutions with support from subsystems BTMs, assisting in defining the most suitable compliance strategy.
- Coordinate with internal and external stakeholders to ensure understanding of the technical bid strategy, including scheme plans and bill of quantities.
- Generate Technical LCC for each subsystem, estimating spare parts, workload, renewal plans, and subcontracted activities for maintenance.
- Propose KPI analysis and risk management strategies in collaboration with the RAMS team to ensure overall competitiveness.
- Consolidate technical assumptions applicable to the bid.
- Prepare and lead the technical proposal up to approval.
- Lead the preparation and consolidation of technical documentation for the bid.
- Participate in the Maintenance QCDP commitments: master planning, costing, project organization, risk assessment, and management plan.
- Ensure smooth handover with the Project Maintenance Manager if awarded.
Contribute to the mobilization of new maintenance projects
Enhance product roadmaps based on bid data, and contribute to improving Maintenance REFLIB tools.
Collect and analyze bid requirements to support process improvements.
Performance measurements:
- Adherence to tender process (inspections or audits)
- Alignment with footprint strategy
- Winning bid rate (hit rate) and customer technical rating
- No deviations between TTM and SPR0 due to technical issues
- REX during project execution (tender phase issues)
MAIN REQUIRED COMPETENCES
Educational Requirements
- Bachelor's Degree in Engineering, Computer Science, or related scientific fields
- Master's in Business Administration and/or Project Management
Experience
- Engineering background with full project lifecycle experience
- Hands-on team management experience
- Cost and planning control in engineering scope
- Knowledge of products and services across market segments (Urban, Mainline, F&M)
- Safety background
