Qualifications

  • Minimum de 3 ans d'expérience professionnelle pertinente en droit des marchés publics.

The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Legal Corporate Department (CORP) – Procurement and Administrative Law Division (PA) at its headquarters in Luxembourg, an (Associate) Procurement Lawyer.
This is a full-time temporary position at grade 4/5.
The term of this contract will be 1 year:as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Purpose
As an (Associate) Procurement Lawyer, internally referred to as (Associate) Officer Legal Services, you will assist the Head of Division, together with other legal advisers, in providing legal support to the administration and operational directorates for legal issues relating to procurement of services and goods for the Bank’s own account, and procurement issues arising in EIB operations and/or in providing legal support in drafting complex legal contracts.

Operating Network
You will be Reporting to the Head of Division and cooperate with the other lawyers of the team. The work involves activities of various complexity and recurring (e.g. advice on corporate procurement and contract management matters) as well as non-standard nature (taking instructions from the HoD on highly sophisticated and complex legal matters)

Accountabilities
  • Participate in the negotiation, drafting of contracts or legal documentation relating to contracts with the Bank, in particular involving provision of service, works and goods for the Bank’s own account and in the area of real estate and construction.
  • Contribute to the development and monitoring of standard procedures and templates for all directorates designed to ensure best practice and optimum selection procedures relating to services, works and goods needed by the Bank.
  • Provide advice on contractual rights and obligations and on how to manage risks associated to contracts, in particular with suppliers and other contractors.
  • Provide advice on how to manage risks associated with dispute resolution and pre-litigation issues in the area of responsibility.
  • Provide advice on how to manage risks associated with procurement in operations financed by the Bank.
  • Cooperate actively with the Procurement team and other services within the Bank, taking a solution-focused approach.
  • Conduct legal research and studies on issues of law arising in connection with the division’s tasks and competencies.
  • Keep up to date knowledge of legislation, regulations and jurisprudence pertaining to the tasks and competencies of the division.
Qualifications
  • University degree in law (minimum an equivalent to a Bachelor, preferably at Master level).
  • Professional legal qualification in European Law would be an advantage.
  • Minimum of 3 years of relevant professional experience in the field of procurement, administrative, corporate and/or contract law acquired with a law firm of international reputation or the in-house legal department of a public, EU or international institution.
  • Solid knowledge of civil law fundamentals, with, preferably, a civil-law jurisdiction bar admission.
  • Expertise in drafting and negotiating service contracts in English.
  • Excellent knowledge of written and spoken English is required. A good knowledge of French would be an advantage. (**) Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
