Position Overview

This position is accountable for establishing the compensation to be offered for property rights acquired or relinquished by the department and compensation for rights of way to be acquired by the various local agencies within the district coordinating projects with land acquisition consultants managing state-owned property and other duties as assigned.

Essential Functions

  • Ensures all real estate appraisals and waivers prepared and / or reviewed in the district are adequate timely fair performed according to recognized techniques and in compliance with state and federal valuation policies and procedures.
  • Ensures timely completion of appraisals in accordance with acquisition schedules.
  • Conducts thorough review of appraisals leading to the establishment of fair negotiation calculations.
  • Provides accurate cost studies pertaining to the land value on various highway alignments to the district Studies and Plans and Programming sections.
  • Trains and ensures education of appraisal staff and ensures development of reliable augmentative fee appraisal force.
  • Provides expert valuation testimony for contested acquisition.
  • Serves as district property manager and is responsible for property management functions for the district.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college majoring in engineering construction management or related fields PLUS three years of professional experience in real estate surveying title work land acquisition appraisal negotiation property management or relocation assistance or a combination thereof OR four years of professional experience in real estate surveying title work land acquisition appraisal negotiation property management or relocation assistance or a combination thereof.

Preferred Qualifications

  • Considerable knowledge of the principles and practices of real estate appraisal and appraisal review.
  • Experience and knowledge of the land acquisition process and how it relates to highway projects.
  • Strong leadership and management skills.

The Illinois Governmental Ethics Act (5 ILCS 420 / 4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
