Job summary

Vallum Associates seeks an experienced Purchasing Manager to join a growing construction team delivering a major hyperscale Data Centre project in Finland. You will own purchasing operations, manage supplier relationships, and develop procurement strategies to support timely delivery.

The role requires coordinating with project management, engineering and commercial teams to align procurement with schedules and budgets, evaluating suppliers, negotiating terms, and improving procurement

Qualifications

• Degree in Business Administration, Supply Chain or related discipline.

Responsibilities

• Oversee daily procurement and purchasing activities across the project.
• Develop and implement purchasing strategies for cost-effective procurement.
• Negotiate supplier contracts, pricing, terms and delivery schedules.
• Maintain strong supplier, subcontractor and vendor relationships.
• Evaluate suppliers based on quality, cost, reliability and capability.
• Manage tendering, RFQs, supplier evaluations and negotiations.
• Ensure procurement documentation and records are accurate.
• Improve procurement procedures, systems and processes.
• Collaborate with project management, engineering, construction and commercial teams.
• Prepare cost estimates, monitor expenditure and support budget management.
• Identify supply chain risks and implement mitigation strategies.

About the Opportunity

We are seeking an experienced Purchasing Manager to join a growing construction team delivering a major hyperscale Data Centre project in Finland.

This is an exciting opportunity for a commercially driven procurement professional to take ownership of purchasing operations, manage supplier relationships and develop effective procurement strategies to support the successful delivery of a large-scale construction project.

The successful candidate will play a key role in ensuring materials, equipment and services are procured efficiently, competitively and in line with project requirements.

Key Responsibilities

• Manage and oversee daily procurement and purchasing activities across the project.
• Develop and implement purchasing strategies to ensure cost-effective and timely procurement of materials, equipment and services.
• Negotiate supplier contracts, pricing, payment terms, delivery schedules and commercial agreements.
• Establish, develop and maintain strong relationships with suppliers, subcontractors and vendors.
• Evaluate and select suppliers based on quality, cost, reliability, technical capabilities and delivery performance.
• Manage tendering processes, requests for quotations (RFQs), supplier evaluations and commercial negotiations.
• Maintain accurate procurement documentation, supplier databases, purchasing records and contract information.
• Develop and continuously improve purchasing procedures, procurement systems and operational processes.
• Establish procurement guidelines, sourcing strategies and vendor selection criteria.
• Collaborate with project management, engineering, construction and commercial teams to ensure procurement aligns with project schedules and requirements.
• Prepare purchasing cost estimates, monitor expenditure and support project budget management.
• Identify potential supply chain risks and implement effective mitigation strategies.
• Monitor supplier performance, purchasing timelines and procurement deliverables.
• Ensure purchasing activities comply with company policies, project requirements and applicable regulations.

Skills & Experience Required

• Degree in Business Administration, Supply Chain Management, Procurement or a related discipline.
• Strong experience in purchasing, procurement or supply chain management, ideally within construction, engineering, industrial or infrastructure projects.
• Proven ability to manage supplier relationships and negotiate commercial agreements.
• Strong understanding of procurement processes, inventory management and supply chain operations.
• Experience managing purchasing budgets, cost estimates and supplier evaluations.
• Good knowledge of purchasing systems, Microsoft Office and procurement documentation.
• Excellent negotiation, communication and stakeholder management skills.
• Strong commercial awareness, analytical thinking and problem-solving abilities.
• Ability to work effectively in a fast-paced, project-driven environment.
• Excellent organisational, planning and decision-making skills.
• Very strong Finnish and English communication skills, both written and spoken.
