City of Helsinki is seeking the Head of the Digital HR unit to lead a major reform of personnel management processes, systems and digital services. The role reports to the HR Director and participates in the HR department's executive group, shaping the city’s Workday rollout by 2027 and guiding a senior, transformation-focused team.

You will work with city divisions and agencies, influence the future of the city’s largest employer and help design a modern digital HR environment and service model.

Qualifications

  • Master’s degree or equivalent and leadership experience in large-scale HR digitisation or system reforms.

Job description

The Head of the Digital HR unit leads one of Finland’s largest public sector HR digitisation and development initiatives. The role is the project lead for the overall reform of personnel management processes, systems and digital services at the City of Helsinki, reporting to the HR Director and serving on the executive group of the HR department. The unit is responsible for the system landscape’s service, product and supplier management, and continuous development, ensuring that systems and services operate reliably, develop systematically and support the city’s strategic goals. The first phase of the project focuses on lifecycle processes and implementing the Workday system; the rollout is planned to finish by the end of 2027. The position combines strategic leadership of a large reform program with long-term development of the Digital HR unit, leading a senior team with strong experience in digital transformations and Workday deployments. The successful candidate will work closely with city divisions, the statutory boards and agencies, and will report to the HR Director.

The role offers the chance to influence the future of the city’s largest employer, lead a seasoned team and help shape a modern digital HR environment and its service model.

Responsibilities

  • Experience with Workday and its deployment is advantageous
Qualifications

The city uses a total salary system; salary depends on the level of responsibility and experience. A six-month probation applies.
