NTU International A/S is leading a consortium preparing a proposal for an EU-funded project in SEA Lot 6: Education Sector Public Expenditure Review (PER) in Greenland. They are seeking non-key experts to support the core team during project implementation.

Project Objective

The Education PER aims to provide evidence-based recommendations for:

• Better fiscal management
• Efficient and effective use of public expenditures to support Greenland’s education sector
• Improved service delivery

Position: Data Analyst / Statistician (Category II)

Key Responsibilities:

1. Conduct in-depth analysis of budget execution, fiscal policies, and financial oversight mechanisms.
2. Analyze large and complex datasets to identify trends in public spending and financial performance.
3. Conduct variance analysis and support cost-benefit and cost-effectiveness assessments.
4. Ensure data quality, accuracy, and integrity across various sources.
5. Develop data visualizations, dashboards, and presentations for technical and non-technical audiences.
6. Collaborate with finance, education, and policy experts to support integrated analytical outputs.
7. Contribute to the design and implementation of data collection strategies.
8. Prepare analytical reports, briefs, and data summaries for stakeholders and decision-makers.

Qualifications and Skills:

• Bachelor’s degree or higher in Statistics, Data Science, Economics, Mathematics, or related fields.
• Proficiency in English (C1); knowledge of Danish or Greenlandic is an asset.

Professional Experience:

• Minimum of 7 years of relevant experience, preferably in public finance, economics, or development sectors.
• Advanced skills in statistical software and data visualization tools (e.g., R, Python, STATA, SPSS, Tableau, Power BI).
• Experience handling large datasets and applying advanced statistical techniques.
• Knowledge of public sector data, fiscal indicators, or development finance is a plus.
• Excellent communication skills, capable of presenting complex data accessibly.

Preferred Qualifications:

• Experience working with government, development agencies, or international institutions.
• Familiarity with open data standards, GIS, or machine learning tools.
• Publication or authorship of relevant analytical reports or dashboards.
