KBR supports the operational needs of U.S. armed forces at Morn Air Base in Spain and several bases in Turkey. Our services ensure smooth operations allowing Air Force and government personnel to focus on their missions. We provide program management civil engineering morale welfare and recreation support among other essential services. Awarded by the Air Force Installation Contracting Center our contract spans a five-year base period with three one-year options reflecting our commitment to excellence and operational support.

Job Summary

This role serves within the Engineering Design Section (CEND) at Morn Air Base and plays a critical role in planning managing and executing infrastructure design and construction projects that support U.S. Air Force operations. As a Project Engineer the individual will lead multi-discipline project efforts while serving in a secondary capacity as the Installation Civil Engineer. This is a unique opportunity to contribute to a high-impact mission that ensures operational readiness and long-term infrastructure resilience at a strategically significant Air Force installation. The position offers meaningful technical challenges cross-functional collaboration and the chance to work in a dynamic mission-driven environment. Reporting directly to the Chief of Engineering or an assigned supervisor this role is embedded in a multidisciplinary team and will interface with U.S. military personnel contractors and host nation partners to deliver high-quality engineering solutions aligned with Department of Defense standards.

Roles and Responsibilities

  • Serve as a Project Engineer responsible for managing the design and construction of facility and infrastructure projects from concept to close-out.
  • Act as the Installation Civil Engineer supporting base-wide engineering needs and integrating with other departments.
  • Lead planning and execution of contracts including construction IDIQ MACC SABER and service contracts.
  • Manage project data in NexGenIT (Tririga) and other relevant systems.
  • Provide in-house and third-party design services including writing statements of work cost estimating and developing specifications and drawings.
  • Coordinate and oversee fieldwork inspections and quality assurance for construction projects in accordance with AFI 32-1023.
  • Support airfield infrastructure planning AOCI inspections and ensure compliance with U.S. Air Force and host nation standards.
  • Facilitate multi-disciplinary collaboration with architects civil mechanical and electrical engineers.
  • Develop and update short- mid- and long-term infrastructure plans including AMPs and BCAMP.
  • Serve as liaison with agencies such as USACE NAVFAC AFCEC and local authorities during all project phases.

Basic Qualifications

  • Ability to speak read and write English level III.
  • Strong Microsoft Office and AutoCAD skills; advanced computer proficiency.
  • Experience with U.S. and Spanish facility design standards.
  • Demonstrated ability to lead multi-discipline capital projects from planning through execution.
  • Familiarity with Royal Decree OSHA AFOSH safety regulations and construction practices in Host Nation environments.

Preferred Qualifications

  • Familiarity with USAF contracting specification writing and project programming.
  • Previous experience coordinating with U.S. federal engineering entities (USACE NAVFAC AFCEC etc.).
