Job Title: Public procurement officer (Temporary contract)

Department: Technical Management Support Area

The activity performed by this unit is divided into two distinct areas:

On one hand, it provides technical and management support to the ICN2 General Manager, including advising on legal issues, preparing compliance procedures or anti-corruption guides, supporting the ICN2 Ethics Code, coordinating documentation signing, collaborating on data collection and report preparation, and providing reports related to contracting to the Generalitat de Catalunya.

On the other hand, it manages ICN2’s public procurement of services, supplies, and works through public tenders and minor contracting files, based on Law 9/2017 of 8 November, on Public Sector Contracts.

Main Tasks and Responsibilities:

  • Study and draft specifications and administrative files.
  • Manage procurement files from the need identification to contract formalization and execution.
  • Attend contracting tables.
  • Draft minutes, documents requiring documentation, corrections, and notifications.
  • Manage contractual extensions and terminations.
  • Handle special appeals in public procurement.
  • Manage warranties.
  • Understand and draft legal texts and documents.
  • Experience with electronic contracting platforms.
  • Publish and report files on official platforms.

Requirements:

  • Bachelor's degree in law.
  • Master's in “Acceso a la abogacía” and specific training in public procurement and/or administrative law preferred.
  • 2 to 4 years of experience in administrative law and public procurement within law firms or the public sector.
  • Valuable: Knowledge of Power BI.

Competencies: Excellent communication skills in English (B2), Catalan (C2/Native), and Spanish (C2/Native).
