An international humanitarian organization is seeking a Director of Human Resources to drive people strategies and lead an HR department of over 80 staff. The ideal candidate will have at least 5 years in senior HR management, a strong understanding of humanitarian HR principles, and fluency in English. Spanish and French are additional assets. Reporting to the General Director (GD), the Director of Human Resources (HRD) drives culture and people strategies to ensure long-term staffing needs for MSF OCBA to achieve its social mission and strategic objectives as outlined in the OCBA Strategic Plan. The HRD is a key member of the MSF OCBA Management Team and the International Human Resources Platform (IDRH), acting as an advisor to the GD on sensitive themes and cases.
The HRD manages the overall direction of the HR Department, which has more than 80 staff organized into three main areas:
With support from the GD and Management Team, the HRD leads the design, implementation, and communication of a unified People (Staff) vision and strategy for MSF OCBA. The role involves participating in the Management Team (MT), analyzing and defining policies, strategies, and organizational stances, and ensuring HR planning considers internal/external risks and opportunities.
The HRD is involved in medical professional case management, develops organizational development strategies, manages HR planning, recruitment, talent management, compensation, employee relations, and leads the HR team by example to foster a collaborative, professional culture. The role also involves collaborating with committees on abuse prevention, defining resource and capacity development strategies, supporting leadership and change management, and advising on workforce planning.
The HRD oversees departmental budgets, promotes innovation and continuous learning, leverages HR technology, and ensures high-quality HR data reporting to support organizational decision-making. The role requires coordination with HR units across the OCBA network and partner sections, leading strategic HR initiatives, and managing international projects such as Rewards Review, ICO, and SPARC.
Qualifications include at least 5 years of senior management experience in HR, a strong understanding of HR humanitarian principles, and fluency in English. Spanish and French are assets. The position is based in any MSF OCBA hub (Barcelona, Amman, Bogotá, Dakar, Nairobi), with a flexible location based on candidate eligibility. The contract is permanent, with a minimum of 3 years and up to 6 years, subject to local conditions.
