Une entreprise internationale de conseil recherche des experts en finance de projets pour un projet d'implémentation en Bulgarie, financé par la Banque Européenne d'Investissement. Les candidats doivent posséder une solide expérience en financement d'infrastructure, avec des compétences en modélisation financière et des connaissances sur les mécanismes de financement de l'UE. Cette mission de 20 mois, commençant en juillet 2025, exige une expertise avérée dans le domaine de l'investissement énergétique et des partenariats public-privé.

Formación

is leading a consortium for the implementation of the EIB funded project called :

Public Sector Loan Facility Advisory for the Maritsa East Complex

and is searching for experts to support the core team during the implementation of this project. Location :

Bulgaria. Duration :

The intended start date is

July 2025

the “Start Date” and the period of implementation of the Assignment will be

20 months

from this date (the “Period of Implementation”).

Qualifications and skills : At least a Bachelor’s degree in Finance, Economics, Business Administration, or a related field (minimum requirement). Excellent knowledge of both written and spoken English (minimum requirement). Proficiency in financial modelling tools (e.g., Excel VBA, Bloomberg Terminal, or similar) will be considered an

asset.

General professional experience : At least 10 years of professional experience in infrastructure finance, energy investment, and public-private partnerships (PPPs) (minimum requirement).

Specific professional experience : Experience in structuring and securing financing for large-scale energy and industrial projects, demonstrated by at least 3 projects (minimum requirement). Experience in financial modelling, risk assessment, and cost-benefit analysis for energy transition projects, demonstrated in at least 3 projects in the expert’s CV (minimum requirement). Strong understanding of EU funding mechanisms (e.g., PSLF, Just Transition Fund, RePowerEU, RRF, etc.) will be considered an

asset.

Experience advising governments and financial institutions on energy investment strategies will be considered an

asset.

Experience working on energy transition financing in EU coal regions will be considered an

asset.
