Job summary

Jobgether is seeking an Evaluation Consultant based in Spain to support centralized and decentralized evaluations, research activities, and learning initiatives. The role involves remote assignments from days to months, collaborating with multidisciplinary stakeholders to strengthen evaluation practices.

Responsibilities include leading or supporting evaluations, developing tools and guidance, and communicating clear findings and recommendations to partners.

Qualifications

• University degree in Development Studies, International Development, Social Sciences, ICTs, Telecommunications or related field.
• Evaluation-related certification is an advantage.
• At least 2 years of professional experience in a field relevant to the assignment.
• Experience with various evaluation types (strategy, policy, process, outcome, theory-based, realist, program, project).
• Familiarity with evaluation approaches (mid-range theories, adaptive methods, rapid assessments, reviews, value-for-money, evidence syntheses, segmentation).
• Ability to design evaluation methodologies, analyze evidence, and develop practical recommendations.
• Strong report-writing and communication skills; ability to produce clear reports and briefs.
• Advanced proficiency in English; a second official language (Spanish advantageous).
• UN system experience is an advantage.

Responsibilities

• Lead evaluation assignments from inception to final reporting.
• Conduct centralized evaluations managed by the oversight function with independence and rigor.
• Provide technical guidance and QA for decentralized evaluations.
• Review terms of reference and reports; propose quality improvements.
• Design evidence-generation activities and evaluability studies.
• Prepare inception reports outlining methodology and scope.
• Draft evaluation reports with findings and actionable recommendations.
• Produce concise briefs communicating insights to stakeholders.
• Develop capacity-building materials and guidance on theories of change and engagement.
