Job Title: Quality, Health, Safety & Environment Officer – CEMEAI
Location: Madrid or Germany or Dubai
Reporting to: CEMEAI Head of QHSSE
A key role within the Regional QHSE team which combines in-depth knowledge and experience of airport handling ground operations or cargo operations, along with expertise in quality, health & safety, and / or environmental management systems.
A Regional QHSE Officer is responsible for ensuring compliance with QHSE guidelines, company procedures and customer airlines’ requirements. He / she advises on QHSE measures, conducts risk assessments, and enforces preventative measures, conducts audits, inspections and investigations. The role involves promoting a safe workplace, providing training, on-the-job coaching, and guidance to staff to improve overall safety and QHSE performance.
Supports the business to assess operational safety and oversee the implementation of safety measures with in-depth knowledge of airport ground operations, cargo operations, along with expertise in quality, health & safety, and environmental management.
The role holder shall provide support on the implementation and continuous improvement of the regional safety management system, policies and procedures so that all employees have a safe and healthy working environment, and Swissport complies with all relevant regulations, laws, and requirements from customer airlines.
Implements the Swissport Management System according to ISO 9001, 45001, 14001, ISAGO and any other applicable standards and ensures consistent delivery of services in line with these standards.
Prepares reports, manages occurrences, audits and inspections and provides regional management with relevant performance measurements and any other status updates for ongoing projects, corrective and preventative action plans related to QHSE.
Job Responsibilities
- General
- Lead Hazard Identification and Risk Assessments and work with the stations on the take the necessary mitigating actions.
- Ensure QHSE related risks are appropriately addressed within operational risk registers.
- Investigate accidents, incidents and near-miss events to determine root causes and implement corrective measures to prevent a recurrence.
- Plan and coordinate quality and safety KPI monitoring (test and inspection activities, statistical techniques).
- Support projects aimed at improvement of safety and compliance within the Swissport.
- Develop and implement safety promotions (training, communications, safety weeks, and QHSE policies and programs).
- Deliver training on QHSE matters such as investigation, auditing, risk management, crisis management etc.
- Collaborate with cross-functional teams to promote safety initiatives and ensure the integration of safety practices into daily operations.
- Promote a culture of safety first across the organisation
- Maintain accurate records and documentation for safety inspections, audits, safety reports, investigations, corrective / preventive actions, hazard identification and risk management, projects, promotions and training.
- Conduct audits, inspections and enforce compliance with procedures.
- Analyse safety / security reports, conduct investigations of incidents / hazards, identify root causes and recommend actions to prevent recurrence.
- Identify and escalate risks to the Regional Head of QHSE.
- Promote awareness of customer and regulatory requirements throughout the organization.
- Support emergency preparedness, business continuity and response efforts, including developing evacuation plans and procedures.
- Monitor and evaluate the effectiveness of safety plans and procedures and adjust or make recommendations for improvement as needed.
- Development of procedures, gap analysis of Swissport policies and procedures against customer airlines procedures and requirements.
- Prepare reports and management meetings reviews as required by the management.
- Other responsibilities : As directed by the Regional Head of QHSE.
- Stay updated about emerging safety and compliance trends, regulations and best practices to ensure continuous improvement.
- Any other task or project as directed by the Head of QHSE.
Key Performance Indicators
- Reduction of injury, aircraft damage rates, weight discrepancies, dangerous goods and passenger and baggage errors
- Development and delivery of safety promotions including training
- Timeline completion of investigations meeting the desired standards
- Follow up and monitoring preventing overdue actions, investigations and findings
- External and internal audit preparation and compliance audits / inspections (ISO, Customer, Regulatory etc.)
Qualifications and Competencies
- University degree / professional qualifications or equivalent in related field
- A minimum of 2 years of experience in safety management and / or quality management system, preferably in large-size aircraft / aviation environments
- A minimum of 3 years experience in airline or ground handling company airside operation, aircraft turnaround activities and / or cargo operations
- Advanced spoken and written English
- Safety management system training
- Hazard identification and risk management training
- Knowledge of aviation safety management system
- Knowledge of cargo operations, freighter and passenger aircraft ground operations, aircraft operations
- Auditor or inspector training is an advantage
- Knowledge of audits, inspections, root cause analysis, corrective / preventative actions
- NEBOSH certificate or similar accreditation is an advantage
- Knowledge of ISO 9001, 14001, 45001 is an advantage
- Knowledge of ISAGO requirements is an advantage
- Knowledge of Business Continuity and Crisis Management is an advantage
- Knowledge of hazard identification and risk assessments
- Good oral and written communication, interpersonal skills and ability to communicate and motivate others at all levels

- Willingness to travel at short notice, may need to spend short / long periods of time in specific locations as required. Must have European passport or Schengen Visa.
