Overview
WORK LOCATION: Port of Spain, Trinidad & Tobago (U.S. Embassy). PROJECT DURATION: 48 months with expected follow-on work within the DoS program. The Port of Spain New Embassy Compound project includes New Office Building (NOB), Support Annex (SPX), Main, Consular, and Service Compound Access Control (CAC) buildings, Utility Building (UTL), Recreation Facility (REC), Marine Security Guard Residence (MSGR), Staff, Visitor, and Official Parking, Perimeter Wall, and Site Improvements on an 11.1 acre lot.
Responsibilities
- Functioning as the Mechanical Engineer, providing OBO/Port of Spain a full range of critical engineering and construction quality assurance and management and technical oversight of the Port of Spain NEC.
- Performing technical inspections of mechanical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance.
- Supporting and assisting OBO/Port of Spain in ensuring the completion of the project in accordance with contract requirements.
- Ensuring that the contractor is performing the required contract work in accordance with the design documents.
- Reviewing engineering shop drawings and determining if the contractor has complied with the final design parameters.
- Performing quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions are taken, ensuring materials meet contract requirements, reviewing contractor submittals for compliance with contract requirements, and resolving conflicts.
- Monitoring the construction contractor's quality assurance and safety program.
- Observing onsite construction and determining if construction elements are being installed, formed, and executed properly.
- Monitoring construction progress vis-a-vis the project schedule and submitting weekly progress reports with recommendations based on the technical review of project documents and field inspections.
- Performing technical inspections of the mechanical elements of the project.
- Preparing construction reports detailing construction progress and identifying any problems with the construction process related to the incumbent’s area of expertise; after problems are discovered, evaluating contractor's proposed remedies.
- Formulating solutions for the Project Director/Construction Manager.
- Working on-site construction to U.S. standards; the incumbent should have current working knowledge of acceptable products and procedures.
- Reviewing design documents (drawings and specifications) that the A/E prepares and performing quality assurance for the construction project in the relevant technical area.
- Developing working knowledge of all technical requirements of the project.
- Providing Quality Assurance for ongoing construction project.
- Reviewing contractor submittals and preparing responses to Requests for Information (RFI).
- Evaluating proposed submittal substitutions with engineering implications; making recommendations to the Project Director.
- Coordinating the development of Independent Government Estimates (IGEs) for modifications and change orders.
- Reviewing and evaluating design calculations and data from an engineering perspective.
- Preparing Monthly Progress Reports summarizing project status, with emphasis on engineering.
- Performing other related duties as assigned by the Project Director.
Requirements
- A Bachelor's degree (or higher) in Mechanical Engineering from an accredited program and a minimum of seven years of experience on construction projects of similar scope and value to the project; design office experience shall not count toward experience. A Professional Engineering License (PE) is acceptable in lieu of a degree. Overseas experience preferred.
- Must have final Secret, Interim Top Secret, or final Top Secret security clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of consideration.
- Knowledge of International Codes required.
- Knowledge of Microsoft Office Suite (PowerPoint, Excel, Word) required.
- Specific experience with Building Automation Systems, monitor controls and disconnects, general plumbing, water/sewage treatment, power generation and HVAC systems required.
- Must be able to read design/construction drawings and understand design narratives and calculations; must be able to interpret drawings within the discipline and understand how it integrates with other disciplines.
- Must be able to review shop drawings and submittals from the contractor and determine if coordination with other disciplines is necessary, in addition to monitoring ongoing construction work to identify problems or non-compliance with design or contract specifications.

SRC is a contractor for the U.S. Government. This position requires U.S. Citizenship and a U.S. Government security clearance at the SECRET level with TOP SECRET eligibility.
