A multinational healthcare company in Barcelona is seeking an IT PMO Lead to own the strategy and governance of the IT Project Management Office. The ideal candidate will have over 7 years of IT project management experience, expertise in both Agile and traditional delivery methods, and a strong ability to build relationships with stakeholders. This role includes designing project frameworks and ensuring high-quality delivery across IT initiatives.

Job Summary

The IT PMO Lead owns the strategy, governance, and operational execution of the IT Project Management Office, end to end. This includes defining and implementing project management frameworks, change management, guiding the delivery of IT initiatives, and ensuring alignment with broader IT and business objectives. The IT PMO Lead establishes and maintains standards, tools, and metrics that enable consistent and transparent project delivery.

The person will bring deep expertise in project and portfolio management and play a key role in driving transformation and structure across delivery teams. The IT PMO Lead builds close relationships with key stakeholders across IT and business functions to ensure prioritization and visibility of critical programs, supporting Agile delivery teams by integrating adaptive planning with structured governance, balancing speed with control.

Key Accountabilities

  • Own and evolve the IT PMO strategy, ensuring alignment with enterprise IT and business goals.
  • Design and implement a scalable project management framework that supports both Agile and traditional delivery models.
  • Govern and oversee the execution of the IT project portfolio, ensuring on-time, on-budget, and high-quality delivery.
  • Define and maintain project standards, KPIs, and reporting practices to provide transparency and enable informed decision-making.
  • Act as a strategic partner to IT and business leaders by supporting initiative prioritization, resource planning, and risk management.
  • Integrate Agile ways of working into the PMO governance model.
  • Develop and maintain a clear project intake and approval process, balancing agility with control.
  • Track and report on overall portfolio health, escalating key risks and interdependencies as needed.
  • Drive continuous improvement across project delivery by identifying gaps, collecting feedback, and evolving tools, processes, and training. Aligns outward-facing product requirements, stakeholders and Business Partners such us Cybersecuruty and Regulatory.
  • Will collaborate with appropriate stakeholders to direct and deliver on go-to-market activities.

Networking / Key relationships

  • CIO / IT Leadership Team – Align strategic priorities, provide updates on portfolio performance, and escalate key risks or dependencies.
  • IT Delivery Teams / Agile Squads – Support project execution, integrate PMO practices with Agile delivery, and ensure alignment with delivery timelines.
  • Minimum Knowledge & Experience required for the position :

    Education : Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.

    Professional certifications such as PMP, PMI-ACP or PRINCE2 are highly preferred.

    Experience :

  • 7+ years of experience in IT project and program management, with at least 5 years in a leadership or PMO role.
  • Demonstrated success in establishing and scaling a PMO from the ground up within a complex IT or business environment.
  • Strong experience applying and integrating Agile methodologies into PMO practices and hybrid delivery models.
  • Proven track record of managing cross-functional IT projects, including application development, infrastructure, and digital initiatives.
  • Expertise with project and portfolio management tools (e.g., Jira, MS Project, ServiceNow, Smartsheet).
  • Excellent communication and stakeholder management skills, with the ability to influence at all levels of the organization.

  • Communication – Clear and confident communicator, capable of synthesizing and presenting complex information to senior leadership.
  • Leadership & Team Development – Experience managing or mentoring others, creating an environment that promotes accountability, growth, and collaboration.
  • Analytical & Decision-Making Skills – Data-driven mindset to track project performance, assess risks, and make sound recommendations under pressure.
  • Tool Proficiency – Strong command of project management and collaboration tools (e.g., ServiceNow, Smartsheet, PowerApps, PowerAutomate, MS Project, Power BI).
