Head of Department (m / f / d) for the "Technology" division at the Office of Press and Public Relations

The Office of Press and Public Relations is seeking a Head of Department (m / f / d) for the "Technology" area within the "Online Communication" department, starting July 1, 2025!

Responsibilities :
  1. Manage the "Technology" department with currently five employees, including occupational health and safety responsibilities.
  2. Design, develop, and manage web applications.
  3. Develop interfaces to the Imperia web content management system and create modules and templates for Imperia.
  4. Ensure quality assurance of front- and backend developments, integrate innovative technologies, and evaluate new web and mobile technologies for stadt.koeln.
  5. Lead IT project management, including planning and structuring online applications.
  6. Provide technical advice to city leadership and departments for online applications.
  7. Support departments with textual, visual, animated, or audio content for stadt.koeln and external websites.
  8. Serve as deputy head of the online editorial department.
  9. Participate in special work assignments outside usual frameworks, such as elections or major events.
Your Profile :

Required qualifications include a university degree (Bachelor's or FH diploma) in media informatics, business informatics, economic sciences, or public administration/management. Alternatively, successful completion of administrative courses for tariff employees or civil service qualification for career group 2, 1st entry level.

Additional qualifications :
  • Extensive knowledge and experience in web applications, CMS, and website management.
  • Expertise in Imperia CMS or similar systems, Git, frameworks, responsive design, Linux, databases, APIs, AI, and web servers.
  • Several years of editorial and PR experience with online topics.
  • Willingness to learn, analytical skills, flexibility, and strong argumentation and conflict resolution skills.
  • Team leadership experience and a commitment to diversity, inclusion, and work-life balance.
