Worley is seeking an experienced HSE Leader to champion safety across EPC projects in a challenging energy, chemicals and resources environment. You will lead a team of HSE professionals, ensure full compliance with HSSEQ requirements, and drive risk reduction through audits, training and emergency planning.

The role requires deep HSE expertise, English communication skills, and a track record of delivering safe, on-time, within-budget projects across the project lifecycle.

Formación

  • Bachelor degree in Engineering; 20+ years of relevant Oil & Gas/Petrochemical experience.
  • NEBOSH GCriGC or equivalent safety qualifications.
  • Diploma in Safety/HSE and related trainings.
  • Lead Auditor ISO 14001 or OHSAS 18001 or equivalent.

Responsabilidades

  • Champion the Project HSSEQ culture and lead safety engagement activities.
  • Lead a team of HSE professionals (Lead HSE Engineers, Sr. HSE Officers, etc.).
  • Ensure compliance with HSE Mgmt System and regulatory requirements.
  • Perform risk assessments and audit processes; develop annual HSE plans.
  • Oversee PTW systems, gas testing, and emergency response planning.
  • Speak/read/write English and communicate effectively with stakeholders.
  • Lead incident investigations and apply root cause analysis; implement corrective actions.
  • Coordinate HSSEQ input during EPC phases and interface with Owner's teams.

Job Purpose & Scope
  • Ensure HSSE goals, objectives and targets are met through personal leadership and involvement.
  • Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
  • Provide HSE management leadership and support at program level for Owner’s Project activities.
  • Provide written HSE program via procedures and plans on Owner’s behalf for EPC / FEED Contractor direction and guidance.
  • Monitor and track overall project HSSEQ performance and communicate trends and achievements.
Principal Accountabilities
  • Champion the Project Safety culture, behaviors and engagement activities.
  • Able to lead a team of HSE professionals such as Lead HSE Engineers, Sr.HSE officers, HSE officers, etc.
  • Sound understanding of the HSE Management System and HSE legislative requirements.
  • Broad knowledge and experience in risk assessments and audit processes.
  • Able to develop and implement annual HSE plans.
  • Competency in PTW system and gas testing.
  • Awareness in H2S and Brathing apparatus.
  • Ability to analyze incidents and apply root cause analysis techniques.
  • Ability to develop Emergency response procedures/plans.
  • Ability to speak, read and write English with good communication skills.
  • Efficient in interpersonal and verbal & written communication skills.
  • Identifying, evaluating, and resolving HSE issues during the EPC phase of the works.
  • Coordinating comprehensive and effective HSE input and review during EPC phase.
  • Ensuring effective design HSE management processes that meet both legal/regulatory requirements and Owner’s standards for Engineering work.
  • Ensuring the execution of Project‑specific Construction HSE plan/program based on Owner’s expectations.
  • Ensuring that all invitations to Tender include the HSE standards for potential Subcontractors as referenced at the relevant general conditions of Contract.
  • Ensuring that Project emergency medical evacuation arrangements are in place, Project emergency response plans are complete, and current and emergency response drills are conducted on a regular basis.
  • Participating consistently in ongoing HSSEQ performance and progress reviews.
  • Addressing Contractor non‑compliance with HSSEQ requirements immediately and firmly.
  • Participating actively in onsite HSE inspections, safety committee meetings, Toolbox talk meetings, safety leadership training, incident investigations, QA/QC internal/external Audits and pre‑task planning sessions.
  • Monitoring the timely implementation of corrective actions identified by HSSEQ assessments.
  • Actively monitoring the Project to identify any unexpected subtasks or scope changes that involve the potential for performing hazardous waste services.
  • Ensuring the tracking and transferring the status of appropriate HSSEQ activities (e.g., obtaining permits incorporating permit conditions into the Project Execution Plan from the design team to the construction team).
  • Monitoring changes in the Project scope or design that may affect HSSEQ issues and activities.
  • Ensuring identification of HSSEQ requirements including design criteria, process systems engineering, managing the environmental impact assessment (EIA) and/or assisting the Owner with environmental permitting and approvals (as appropriate to the job).
  • Development and implementation of Project HSSE plans and procedures.
  • Development and implementation of HSSE training program for Construction phase of the works.
  • Interface and coordination with Owner’s Operations, Maintenance and HSSE management.
  • Manage Contractor conformance to Project HSSE requirements.
  • Lead/participate in Project root cause investigations and communicate lessons learned.
  • Chair weekly HSSEQ meetings with Contractors.
  • Analysis of Project leading and lagging indicators.
  • Generate and compile HSSE performance statistics to report to Owner.
  • Development and implementation of Project behavioral based safety program and Project audit schedule.
  • Provide HSSE training as necessary for Owner and Contractor teams.
  • To support Owner development of HSE programs as required.
Qualifications And Experience
  • 4 years of Bachelor Engineering degree.
  • Professional / Technical Qualifications:
    • NEBOSH GCriGC
    • Diploma in Safety /HSE
    • Any other HSE certifications.
    • Lead auditor ISO 14001 or OHSAS 18001 or equivalent.
    • Other HSE Trainings / Certifications will be added advantage.
  • A bachelor’s degree in a relevant Engineering discipline or equivalent, obtained from an accredited university.
  • Minimum 20 years of relevant experience in the Oil & Gas or Petrochemical industry, including at least 5 years of experience in the GCC region.
  • Minimum 5 years of experience in a similar position on international Oil & Gas.
  • Experience in PMC roles is required.
  • Extensive experience in Offshore project, Brown field Project & EPC Experience is must.
  • ADNOC Project Experience is preferred.
