NTU International A/S is looking for Health Workforce Planning Experts for a consultancy project focused on health system reform in EU member states. This role involves significant analysis, development of planning models, and provision of technical recommendations. Candidates should possess extensive experience in health workforce planning and relevant academic qualifications.

Formación

  • At least 10 years’ experience in health system reform.
  • Familiarity with EU-level workforce strategies and WHO guidelines required.

Location : Europe (remote / with missions to Croatia)

Duration : Up to 24 months

Estimated Workload : Short-term assignments / task-based consultancy

About the Opportunity : We are creating a pool of Health Workforce Planning Experts for a new FWC Contract : EC-SG REFORM / 2025 / OP / 0001 : Provision of consultancy services to support the design, development, implementation, monitoring and evaluation of structural reforms in EU Member State. Experts in this pool will be contacted for specific assignments as they arise. If you have relevant experience we encourage you to apply.

Key Responsibilities :

  • Analyse the current national health workforce situation, including legal, institutional, and resource gaps.
  • Develop an adaptable workforce planning model aligned with international best practices.
  • Provide technical recommendations based on scenario analysis of supply / demand projections.
  • Design and guide the use of planning tools that address staff shortages and future needs.

Qualifications :

  • Master’s or PhD in public health, health economics, workforce planning, or similar field.
  • At least 10 years’ experience in health system reform, workforce modelling, or human resources for health (HRH).
  • Familiarity with EU-level workforce strategies and WHO guidelines.
  • Strong analytical and policy drafting skills.
