A leading company is seeking a Global Technical Governance Manager to oversee technical compliance and guidance for inspection and certification centers. The role involves developing documentation, providing training, and identifying new business opportunities in conformity assessment. Candidates with substantial industry experience and a background in engineering are preferred. The position offers a flexible working model, either remote or hybrid, making it suitable for professionals based in Spain.

Formación

The Global Technical Governance Manager, reporting to the Vice President of Global Operations for Governments and Institutions, will be part of the Connectivity & Products Global Business Line.

Main responsibilities will be :
  1. Act as a global Technical Manager providing technical guidance to the network (Inspection Centers and Certification Centers) in compliance with accreditation requirements such as ISO / IEC 17020, ISO / IEC 17065, SASO & SFDA accreditation, and other specific accreditations from various National Standards Bodies on PCA Contracts.
  2. Provide product technical files to present to Accreditation or Standards Bodies to request modifications on standards or address local deviations.
  3. Develop product and sector technical documentation for Government Agencies as needed.
  4. Offer technical advice and guidance to the Standardization and Operations team on issues related to PCA operations.
  5. Contribute technical elements to appeals against decisions by Principals or Accreditation Bodies concerning penalties or accreditation status.
  6. Prepare new Certification Schemes for potential new business opportunities in sectors requiring standardized processes for health, safety, and quality validation.
  7. Investigate countries' national quality infrastructure to develop technical proposals for conformity assessment services in response to tenders or unsolicited proposals.
  8. Provide technical and policy recommendations on conformity assessment business matters, including global trends and new business opportunities.
  9. Lead collaboration efforts within the C&P group to establish synergies and new partnerships to grow the business.
  10. Assist in identifying new business opportunities and developing service offerings related to conformity assessment and trade facilitation.
  11. Prepare and deliver training to SGS PCA Program clients on standards such as ISO / IEC 17065, 17067, 17020, WTO TBT Agreement, and National Quality Infrastructure.
  12. Update and innovate the PCA risk assessment methodology within the risk management system.
Qualifications :

Educational / Professional Qualifications & Experience

  1. Bachelor's degree in engineering or a related technical field.
  2. At least 10 years of experience in the industry, including expertise in:
Technical regulations (WTOTBT rules)
  • Quality Assurance
  • Laboratory Testing
  • Conformity Assessment (certification / accreditation)
  • Trade export procedures, technical regulations, and documentation
  • Product certification or conformity assessment processes, standards, and customs classification
  • Conformity assessment regimes such as EU Directives, US CPSC, GCC, etc.
  • Minimum 5 years of management or supervisory experience in conformity assessment
  • Experience with ISO 17020, 17065, 17025 standards
  • Experience in multicultural environments
  • Training skills
  • Regulatory experience with Standards Bodies, Ministries, or Trade entities
