As an ambassador for ICF, you will be a true recruitment specialist, partnering with the business at all levels to ensure you deliver a high and consistent level of excellence.

The Talent Acquisition Partner will report directly to the UK-based, Europe and Asia (E&A) Talent Acquisition Director and will deliver a full life-cycle recruitment process across various requisitions in different markets and countries, including Spain, Belgium, and when required, the UK and globally.

You will partner with the business at all levels, driving accountability for creating and implementing effective, proactive & strategic recruitment delivery plans. You will also be required to provide accurate and insightful market intelligence, as well as identify opportunities to create/enhance recruitment processes and the candidate experience, to achieve the desired in-country growth requirements.

The successful candidate will also be part of a global talent acquisition team of roughly 60+ professionals, supporting and helping to implement the overall strategy of aligning, integrating, and adopting new and exciting global recruitment technology and processes across the E&A region, and beyond.

As a Talent Acquisition Partner, you will :

  1. Partner with the business and deliver a full life-cycle recruitment process across various levels and roles, including volume hiring when required.
  2. Identify high-quality candidates through proactive sourcing via direct channels, job postings, social media, web sourcing, talent mapping, networking, and diversity & inclusion practices.
  3. Establish creative sourcing strategies to locate and secure candidates with hard-to-find and niche skill sets across multiple geographies and often with time-sensitive deadlines.
  4. Partner closely with all hiring managers, building a deep understanding of their business, role requirements, and desired candidate profiles while delivering outstanding client service.
  5. Use data to drive effective priorities and strategies with the business, developing sourcing and candidate strategies, metrics, and best practices.
  6. Act as a consultant through the hiring processes, HR-related matters, compliance, compensation, levelling guidelines, etc.
  7. Demonstrate solid experience in partnering effectively with all types of teams and levels of professionals, including senior leaders.
  8. Partner with cross-functional teams, sourcing, recruiting Systems, HR Business Partners, and HR operations teams, as needed.
  9. Provide excellent, timely customer service to hiring teams and ensure a seamless candidate experience.
  10. Promote ICF career opportunities via networking, conference attendance, social media, and career events.
  11. Update and maintain the Workday Applicant Tracking System and Beamery CRM.
  12. Lead or be part of strategic recruitment projects across the European region.

Required skills and experience :

  1. 3 / 4+ years of Spain-based full life cycle recruiting experience, ideally with knowledge of other EU countries like Belgium.
  2. Proven experience partnering with senior stakeholders and driving effective recruitment strategies.
  3. Experience using innovative research & sourcing methods for niche and hard-to-fill roles.
  4. Confident, diligent, and proactive approach.
  5. Advanced and creative sourcing skills to engage passive candidates and build talent pipelines.
  6. Fluent in English and Spanish; French is a plus but not essential.

Preferred skills and experience :

  1. Experience in marketing, communication, public policy, social policy, European affairs, or related recruitment background; adaptable to changing hiring volumes.
  2. Knowledge of the European Commission and related networks is highly beneficial.
  3. External recruitment agency or executive search experience is a plus.
  4. Support for diversity & inclusion initiatives.
