WE ARE

The Joint Research Centre (JRC) provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society. The JRC is located in 5 Member States (Belgium, Germany, Italy, the Netherlands, and Spain).

JRC unit B5 uses interdisciplinary science and methods to provide evidence that informs circular economy, industrial transformation / transition policies, and green investments. B5 scientific officers apply a wide range of analytical and modelling tools and generate robust evidence through scientific rigour and structured stakeholder outreach. The specific areas of work of the unit include :

  • Assessing innovative technologies for industrial transformation and shaping the regulatory framework for EU industry along its depollution, decarbonisation, circular economy and resource efficiency transition journey;
  • Producing scientific, technical, environmental, and socio-economic analyses and evidence to support EU policy developments towards a more circular use and sourcing of materials for producers and the provision of greener, more sustainable products and services for consumers;
  • Providing scientific expertise to enable the assessment of the environmental and socio-economic performance of economic activities, investments, and transition plans.

Unit B5 has currently 65 staff, grouped in five research teams. The current vacancy is specifically in the European Bureau for Research on Industrial Transformation and Emissions (EU-BRITE), the team supporting the implementation of the revised Industrial Emissions Directive (IED). The main task of EU-BRITE is to steer the exchange of information on Best Available Techniques (BAT) to draw up and regularly review BAT reference documents (the so-called BREFs) for large industrial installations, as well as the Uniform Conditions for Operating Rules for Livestock (poultry and pigs rearing). This includes drafting the environmental norms that such installations must comply with. In addition, EU-BRITE has been given the responsibility of setting up and operating the new EU Innovation Centre for Industrial Transformation and Emissions (INCITE). INCITE aims to accelerate the greening of industry through the identification and evaluation of innovative techniques for decarbonisation, depollution, resource efficiency, and circular economy.

We propose a stimulating position as Project Officer – Sustainable Industry to contribute to the scientific and technical underpinning of implementing the Industrial Emissions Directive (IED), including the Innovation Centre for Industrial Transformation and Emissions (INCITE).

The new colleague will carry out and coordinate an exchange of information on Best Available Techniques (BAT) in the framework of the revised IED to draw up or review BAT reference documents (BREFs), other technical documents (e.g. Uniform Conditions for Operating Rules for Livestock – Poultry and Pig rearing), and / or take part in the operation of INCITE.

The new colleague will be in charge of a wide range of tasks including, but not limited to :

  • Contributing to the development of BREF(s) and / or other technical documents (e.g. Uniform Conditions for Operating Rules for Livestock – Poultry and Pig rearing) for the sector(s) allocated, including drafting those documents;
  • Supporting data management, visualisation, and analysis in the EU-BRITE’s day-to-day activities using specific IT tools (e.g. Qlik Sense);
  • Contributing to the preparation of briefings, written consultations, responses to requests, presentations, and policy notes and the drafting and maintenance of procedures;
  • Validating the information provided by cross-referencing it with alternative sources of information, by organising peer reviews of information under the supervision of the scientific officer responsible;
  • Communicating scientific results in line with the European Commission and Joint Research Centre’s rules and according to the unit’s quality rules, including publishing research in peer-reviewed journals and other professional publications as EU policy and technical publications;
  • Presenting the work of the unit in the European and international scientific community, collaborating in scientific and policy symposia, workshops, and conferences, and providing presentations to international audiences and key events;
  • Collecting information on innovative techniques in the field of decarbonisation, depollution, resource efficiency, and circular economy in large agro-industrial installations;
  • Ensuring that the information collected on innovative techniques is complete and accurate, and contribute to the evaluation of the technology readiness level (TRL) and environmental performance of these techniques in first-of-a-kind (FOAK) / demonstration installations or before the innovative technique is fully implemented at full scale, facilitating its actual market uptake;
  • Establishing and coordinating the work of an innovation network composed of experts from, for example, EU-funded research projects (e.g. project leaders or coordinators), industry, public and private research organisations for gathering information on innovative techniques;
  • Formulating recommendations to the European Commission regarding the most promising innovative techniques that shall be included in the scope of future BREF(s) and regarding the prioritisation of BREF reviews depending on the degree of advancement of the various IED industrial sectors;
  • Carrying out site visits to FOAK installations to gather information on innovative techniques from industry and plant operators as well as contribute to the organisation and the delivery of hybrid sectoral workshops organised by the INCITE team.

We look for an expert in environmental sustainability in industry, with research, public sector, and / or industry experience in developing, regulating, and / or deploying advanced techniques for decarbonisation, depollution, resource efficiency (including energy efficiency) or circular economy in industrial installations or in intensive livestock farming.

Candidates must have :

  • A PhD or at least 3 years of professional experience in a relevant field, e.g. chemistry, environmental sciences, agricultural / livestock farming engineering, chemical engineering, energy and climate, industrial processes, after university studies of at least 3 years.
  • A very good level of written and spoken English (C1 level), and knowledge of at least another EU language.

The ideal candidate should also have :

  • Either job-related experience of at least 3 years in an energy-intensive industrial sector covered under the Industrial Emissions Directive (e.g. cement, chemicals, metals, glass, pulp and paper production), including :

Experience in industrial, chemical, and process engineering, environmental issues and regulation of industry and of environmental policy in the EU;

  • Familiarity with the Industrial Emissions Directive and the concepts contained in it;
  • Specific knowledge and / or hands-on experience with breakthrough technologies for decarbonisation, depollution, resource efficiency (including energy efficiency) or circular economy.
  • or job-related experience of at least 3 years in intensive livestock farming, including environmental issues and regulation / permitting of the sector;
  • Knowledge and experience of at least 1 year in database (e.g. Oracle or other) or web-portal development and management;
  • At least 1 year of experience in a multicultural and international environment;
  • Experience in the management of large projects and contracts;
  • Experience in the organisation and management of stakeholder groups during hybrid and / or in-person meetings;

The candidate should also demonstrate :

  • Capacity to be analytical and have very good quantitative skills : be able to collect, analyse and synthesise information, make sense of large amounts of data and make decisions or recommendations based on solid analysis;
  • Ability to be well-organised, with strong self-motivation and organisational skills, resilient when working under tight deadlines;
  • Ability to be a team player and proactive communicator : be able to work quickly, efficiently, and collaboratively in response to ad-hoc requests and to interact with a range of stakeholders;
  • Readiness to initiate and nurture contacts and productive cooperation with colleagues from other JRC units and European Commission services;
  • Very good drafting skills, being able to synthesise large amounts of techno-economic information in a clear and comprehensive manner;
  • Being confident, assertive, practical and innovative, open to working hands-on and independently on diverse challenges and topics in parallel.
