Head of Department (m / f / d) for the "Technology" division at the Office of Press and Public Relations

The Office of Press and Public Relations is seeking a Head of Department (m / f / d) for the "Technology" area within the "Online Communication" department, starting from July 1, 2025.

Responsibilities :
  1. Manage the "Technology" department with currently five employees, overseeing occupational health and safety matters.
  2. Design, develop, and manage web applications.
  3. Develop interfaces to the Imperia web content management system and integrate them with web applications, modules, and templates.
  4. Ensure quality assurance of front-end and back-end developments for stadt.koeln and evaluate new web and mobile technologies.
  5. Manage IT projects, including planning and structuring online applications.
  6. Provide technical advice to city leadership and departments for online applications.
  7. Support departments in providing textual, visual, animated, or audio content for stadt.koeln and external websites.
  8. Serve as deputy head of the online editorial department.
  9. Participate in work outside usual frameworks for special events or functions (e.g., elections, large-scale operations, major events).
Your Profile :

Educational qualifications :

  • A university degree (at least Bachelor's or FH diploma) in Media Informatics, Business Informatics, Economic Sciences, or Public Administration / Management.

Or you have :

  • Completed administrative course two (formerly employee course two) as a tariff employee.
  • Qualification for career group 2, 1st entry level of the non-technical administrative service as a civil servant.
Additional requirements :
  • Sound knowledge and experience in web applications, content management systems, and website administration.
  • In-depth knowledge of the structure and programming of the Imperia CMS or a comparable CMS.
  • Familiarity with Git, frameworks, responsive design, Linux, databases, API, AI, and web servers.
  • Several years of experience in editorial and public relations work with online topics.
  • Willingness to learn and perform.
  • Analytical skills and flexibility in problem-solving.
  • Argumentation and conflict resolution skills.
  • Teamwork, service orientation, and cooperation.
  • Knowledge of software architecture, project management, and media management.
  • Previous team leadership experience.

The position is classified according to pay group 12 TVöD or salary group A 12 career group 2, 1st entry level LBesG NRW, with weekly working hours of 39 (tariff employees) or 41 (civil servants). Part-time and full-time employment are possible.
