The Office of Press and Public Relations is looking for a Head of Department (m / f / d) for the "Technology" area in the "Online Communication" department starting July 1, 2025!

Responsibilities:
  1. Manage the "Technology" department with currently five employees and be responsible for occupational health and safety matters in the area of responsibility.
  2. Design, create, develop, and manage web applications.
  3. Develop interfaces to the Imperia web content management system or from the Imperia system to web applications, modules, and templates for Imperia.
  4. Ensure quality assurance of the front- and backend developments of stadt.koeln, integrate innovative technologies, and evaluate new web and mobile technologies for stadt.koeln.
  5. Take on project management of IT projects, including project planning and conception of structures and layouts for online applications.
  6. Provide technical advice to city leadership and departments in the realization of online applications.
  7. Support and advise departments on the professional provision of textual, visual, animated, or audio content on stadt.koeln and external websites.
  8. Assume the role of deputy head of the online editorial department.
  9. Participate in work assignments outside the usual framework for special events and functions (e.g., elections, large-scale operations, major events).
Your Profile:

A successfully completed university degree (at least a Bachelor's degree or FH diploma) is required in:

  • Media informatics
  • Business informatics
  • Economic sciences
  • Public Administration / Management

Or you have:

  • Successfully completed administrative course two (formerly employee course two) as a tariff employee.
  • As a civil servant with the qualification for career group 2, 1st entry level of the non-technical administrative service (formerly senior civil service).

  • Have sound knowledge and experience in web applications, content management systems, and website administration.
  • Have in-depth specialist knowledge of the structure and programming of the Imperia content management system (CMS) or a comparable CMS.
  • Have knowledge and experience of working with Git, frameworks, responsive design, Linux, databases, API, AI, and web servers.
  • Have several years of experience in editorial and public relations work and have in-depth specialist knowledge of online topics.
  • Show a willingness to learn and perform.
  • Bring analytical skills and flexibility in finding solutions.
  • Are convincing due to your argumentation and conflict resolution skills.
  • Count cooperation skills, especially service and service orientation, among your strengths.

The position is valued according to pay group 12 TVöD (collective agreement for the public service) or salary group A 12 career group 2, 1st entry level LBesG NRW (State Salary Act for the State of North Rhine-Westphalia).

The classification is in accordance with the collective agreement regulations.

The weekly working time is 39 hours (tariff employees) or 41 hours (civil servants). Part-time and full-time employment is possible.
