Title and Summary

Director, Public Policy Iberia

The Director of Public Policy, Iberia, will be responsible for managing relationships between Mastercard and politicians, regulators, government officials, and key third-party stakeholders in Iberia. This includes both domestic and EU matters relevant to Mastercard.

This role involves overseeing the department's logistics, managing relationships with consultancy support and suppliers, and developing thought leadership and stakeholder engagement strategies across Spain and Portugal. The director will also coordinate with Mastercard's Public Policy colleagues to ensure consistent messaging and approach.

The director will contribute to developing and implementing Mastercard's Public Policy strategy, supporting the company's multi-rail vision, which includes both card and account-to-account payment solutions.

Oversight of the Iberia Public Policy Department
  • Report to the Director, Public Policy, Western Europe, overseeing all public policy activities in Spain and Portugal, ensuring alignment with broader business objectives.
  • Support the Spanish and Portuguese Country Managers and teams in protecting and growing the business, keeping them informed of relevant policy activities.
Development of Policy Positions
  • Collaborate with internal stakeholders to develop proactive and reactive policy positions on various issues.
  • Manage research, responses to consultations, and drafting of policy responses.
  • Create thought leadership and briefing papers to support business objectives.
  • Engage with third parties to develop thought leadership platforms.
Representation and Stakeholder Engagement
  • Participate in relevant working groups, trade associations, and stakeholder communities in Spain and Portugal.
  • Strengthen Mastercard's relationships with stakeholders in these markets.
External Engagement Programs
  • Identify opportunities for Mastercard to communicate its views through media, events, and targeted programs.
  • Develop and maintain a stakeholder engagement database in coordination with consultancy support.
  • Ensure internal briefing notes and records are maintained and communicated.
External and Internal Communication
  • Organize public policy events and engagement activities.
  • Develop materials and messages for stakeholder engagement.
  • Identify additional engagement opportunities.
  • Prepare internal briefings on policy matters for senior stakeholders.
Monitoring and Intelligence
  • Produce briefings on political developments for internal audiences.
  • Represent the department in internal meetings and briefings.
  • Provide timely monitoring and intelligence to support business decision-making.
Resource Management
  • Manage relationships with external consultancy providers, ensuring value for money.
  • Evaluate new ways of working and external service providers.
Knowledge & Experience
  • Experience in public policy, government relations, or public affairs, either in-house, consultancy, or trade associations.
  • Knowledge of the political and legislative processes in the EU, Spain, and Portugal.
  • Experience managing internal policy positions and responses.
Communication Skills
  • Fluent in Spanish and English; Portuguese is an asset.
  • Strong written and verbal communication skills, capable of engaging with senior stakeholders.
Collaborative Working Style
  • Ability to work effectively across a matrix organization and build successful relationships.
Organizational Skills
  • Ability to handle multiple demands and meet deadlines with excellent attention to detail.
Additional Knowledge
  • Experience with government or regulatory authorities, especially in financial services or fintech sectors.
  • Knowledge of the payments, cards, fintech, or banking sectors.
  • Experience working with international political institutions.
