As a Bid Manager within the Europe and Asia (E&A) Business Development team at ICF, you will lead and coordinate the full bid lifecycle—from opportunity assessment and pre-proposal planning to submission and post-bid review. This role is pivotal in ensuring the delivery of high-quality, compliant, and competitive proposals across a wide range of sectors and clients, particularly within the European Union (EU).

You will collaborate with internal technical experts, pricing analysts, legal and procurement teams, and external partners to develop compelling proposals that align with client expectations and ICF’s strategic goals.

Key responsibilities :

  • Review and analyse tender documentation to identify requirements, evaluation criteria, and submission formats.
  • Lead and manage the proposal development process in line with ICF’s business development procedures.
  • Develop and maintain bid schedules, ensuring timely delivery of all workstreams.
  • Facilitate bid kick-off meetings, progress reviews
  • Facilitate win strategy and solution development workshops with internal stakeholders.
  • Coordinate and manage internal and external contributors, including technical teams, partners, and subcontractors.
  • Organise and manage Colour Team reviews (e.g., Pink, Red, Gold) with senior management to ensure quality and alignment.
  • Prepare and/or oversee the development of qualifying evidence and supporting documentation.
  • Maintain accurate and up-to-date sales pipeline reporting and bid tracking.
  • Ensure consistency, quality, and compliance across all bids within the E&A region.
  • Provide guidance and support to consulting teams on tools, templates, and best practices.
  • Contribute to continuous improvement initiatives by applying lessons learned and industry standards.

Required skills and experience:

  • Minimum 5 years of experience in bid or proposal coordination/management.
  • Strong understanding of public-sector procurement processes; experience with European Commission tenders is a plus.
  • Proficient in managing SharePoint sites, internal databases, and CRM tools.
  • Advanced user of Microsoft Word, PowerPoint, Excel, and Teams.
  • Highly organised, detail-oriented, and capable of managing multiple priorities.
  • Adaptable and able to lead teams through change and tight deadlines.
  • Fluent in English (written and spoken); fluency in French is an asset.
  • APMP certification (or willingness to obtain) is highly desirable.
