A prominent research foundation in Spain is seeking a part-time legal researcher to assist in developing governance for health data access. Candidates should possess a Master's degree and relevant legal qualifications, alongside experience in governance and data protection. Offer Description

The purpose of the contract is to collaborate in the lines of work and implementation of the project, performing the following functions:

  • Identification and review of the reference regulations applicable to the project.
  • Review of the reference governance models and assessment of their applicability.
  • Support in the development of a governance model for access to health data for secondary use in research and innovation specific to the project.
  • Support in the implementation of regulations and governance within the framework of the project.

Skills/Qualifications

The required qualifications will be requested in accordance with the Spanish Qualifications Framework for Higher Education (MECES), namely: Master's degree, Bachelor's degree with 300 or more ECTS credits, Licentiate or equivalent (MECES 3. EQF7).

  • Qualifications: Bachelor's degree plus official master's degree in Science, Social and Legal Sciences or Health Sciences.
  • Training in law, health law, digital law and/or data protection.

In the case of degrees issued outside Spain but within the European Higher Education Area (EHEA), this certification must be accompanied by a simple translation into Spanish or English. In the case of degrees issued outside the European Higher Education Area (EHEA), the degree must be accompanied by a simple translation into Spanish or English, as well as the corresponding certificate of equivalence or credential of homologation to the equivalent degree in Spain, issued by the competent body for the recognition of foreign degrees and qualifications.

Be able to start work on the date determined in the formalisation of the contract if the application is successful. Failure to start work on the specified date will result in the automatic loss of the rights inherent in the contract awarded.

Specific Requirements

  • Experience in providing legal support, preferably in research or innovation projects (maximum 15 points).
  • Experience in projects related to governance and/or regulations concerning personal data protection (maximum 15 points).
  • Knowledge of relevant legislation in the field of governance and data protection, in particular the European Health Data Space Regulation (maximum 10 points).
  • Experience in developing and/or reviewing governance models for data access, preferably in digital environments (maximum 10 points).
  • Minimum English level B2 (up to 10 points).
    • Official B2 level accreditation (5 points).
    • Officially accredited C1 level or higher (10 points).

Additional Information

The salary will be that established in the Collective Agreement of the group of companies of the Biomedical Research Foundations of the SERMAS Social Security Institutions for professional group II, functional area 2, Senior Graduate category.

Eligibility criteria

  • Merit assessment phase: Merits related to the position up to a maximum of 60 points.

Shortlisted candidates (who have obtained a minimum of 30 points) may be invited to a personal interview.

  • Skills assessment and interview phase up to a maximum of 40 points

In any case, a minimum score of 50 points must be obtained in all of the above phases in order to be eligible for the position.

Selection process

Applications that meet the requirements and are submitted within the deadline will be examined by an Evaluation Committee composed of three members (a Chair and two members).

The CV will be assessed together with the merits indicated above.

Shortlisted candidates will be invited to a personal interview.

The merits claimed must be possessed by the deadline for submission of applications and must be duly documented in order to be assessed if deemed necessary.

The position may remain vacant if the candidates presented do not meet the required conditions. Likewise, at the discretion of the Committee, a list (in order of score) of suitable candidates to fill the position may be created in the event that the employment contract with the selected candidate cannot be formalised, and the position may also be left vacant if none of the selected candidates accepts the position.

The evaluation committee will issue the decision.
