Job summary

ROCKWOOL Group in Hedehusene, Denmark is seeking a skilled Civil Budget Engineer to establish and manage the civil budget framework across its CAPEX project portfolio. You will lead budgeting processes, develop governance, and coordinate with engineers, project directors, and international stakeholders.

The role focuses on budgeting, cost control, and data governance across multiple sites, with travel and collaboration across Denmark, Poland, and the USA.

  • Cost & Breakdown Structure Management: Establish, structure, and maintain the Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) in the ERP system to ensure accurate financial alignment with project scopes.
  • Data Governance & Financial Mapping: Ensure strict data integrity by mapping master data to the financial chart of accounts and cost centers.
  • Cost Tracking & Variance Analysis: Monitor actual expenditures against budget baselines and report deviations.
  • Commitment & Purchase Order Reconciliation: Review and reconcile purchase orders, commitments, and accruals to maintain real-time exposure.
  • Financial Forecasting & EAC: Develop and maintain forecasts including EAC and ETC using data models.

Your future team :

You will become part of the Civil Department responsible for Civil aspects of (slet Budgets across) major CAPEX projects from concept to civil design, construction and handover phases. We are a team of 15 engineers and project managers representing 7 different nationalities across 3 locations in Denmark, Poland and USA. We have expertise in structural and civil engineering, mechanical engineering and electrical engineering, as well as project management.


What you will be doing :

We are looking for an experienced Civil Budget Engineer to establish and manage our CIVIL budget framework across our capex project portfolio. This newly created role offers the opportunity to elevate our CIVIL budgeting practices through innovative structure and streamlined processes. In this position, you will develop and implement best-practice budgeting processes and governance while optimizing budget structures across our CIVIL project portfolio. On concrete capex projects, you will manage CIVIL cost estimates, purchase requisitions, goods receipts, and invoice processing within Rockwool systems. You will also serve as a key liaison between engineering experts and Project Directors, coordinating closely with multiple stakeholders in Denmark and internationally.


Your Key Responsibilities & Job Content


  • Cost & Breakdown Structure Management (WBS/CBS) : Establish, structure, and maintain the Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) in the ERP system to ensure accurate financial alignment with project scopes.

  • Data Governance & Financial Mapping : Ensure strict data integrity by accurately mapping master data (materials, vendor codes, activity types) to the financial chart of accounts and specific cost centers.

  • Cost Tracking & Variance Analysis : Monitor and analyze actual expenditures (Actual Costs) against the approved budget baselines. Perform detailed variance analyses to identify, investigate, and report financial deviations.

  • Commitment & Purchase OrderO Reconciliation : Review and reconcile purchase orders (POs), commitments, and accruals within the system to maintain a real-time, accurate picture of total financial exposure.

  • Financial Forecasting & EAC : Develop, update, and maintain robust financial forecasts, including Estimate at Completion (EAC) and Estimate to Complete (ETC), leveraging advanced data models and system trends.

  • Cash Flow & Milestone Management : Forecast cash flow requirements by integrating master project schedules and milestones with vendor payment terms and master data logs.

  • Change Management & Baseline Control : Assess, quantify, and track the financial impact of scope changes and Change Orders. Process approved changes in the system to ensure continuous baseline control.

  • Reporting & Business Intelligence (BI) : Design, generate, and distribute comprehensive monthly cost status reports and performance dashboards, translating complex system data into actionable insights for project management and stakeholders.

  • Risk & Contingency Tracking : Maintain and monitor the project risk register from a financial perspective, evaluating contingency draws and potential bottom-line impacts.

  • System & Process Optimization : Act as a bridge between Finance, IT, and Project Operations to optimize financial workflows, automate data retrieval, and ensure a "Single Source of Truth" across all platforms.


What you bring :


  • Master's degree in civil engineering and/or project management or equivalent

  • 10+ years of proven experience as a quantity surveyor and budget lead on major construction projects

  • Solid technical CIVIL expertise combined with extensive CAPEX budget management experience

  • Industrial and international project experience, with proven ability to lead budget structures and cost control across complex, multi-cultural settings

  • Strong adherence to project governance

  • Fluent in written and spoken English at a high professional business level


Open to travel approx. 20-30 days a year.
