FSC is seeking an engaged Programme Manager Network Development to join its Europe operations on a 12-18 month parental leave cover. You will partner with six country operations, guide national representatives, and connect with regional FSC International resources to strengthen performance and growth across the portfolio.

The role emphasizes continuity of relationships and strategic guidance while ensuring regional perspectives shape FSC products and processes.

Qualifikationen

• University degree in Business, International Development, Environmental Management, Sustainability, Public Administration, or a related discipline.
• Significant professional experience in international network development or comparable business partnering roles.

• English fluency; additional European language desirable.

The Scope

We are looking for an engaged Programme Manager Network Development who brings solid expertise and a passion for FSC's mission, to work with us in a multinational environment.

This role serves as a strategic business partner to a portfolio of country operations across Europe, helping strengthen operational performance, resilience, and growth. The role provides tailored support and guidance to national operations while ensuring regional perspectives shape FSC International products, services, policies, and processes.

This parental leave cover position is focused on maintaining continuity of relationships, supporting ongoing initiatives, and ensuring operational stability across the assigned portfolio and service areas.

Main Roles & Responsibilities

• Partner with and support six country operations, including Network Partners and directly managed country offices, to strengthen operational performance and long-term sustainability.
• Guide National Representatives and country leaders in developing annual plans, budgets, and strategic priorities aligned with organizational objectives.
• Identify support needs and connect country operations with relevant regional or FSC International expertise and resources.
• Develop and support growth initiatives, including funding applications, business development opportunities, and income-generating activities.
• Monitor operational, financial, reputational, and governance risks, ensuring timely escalation and mitigation where needed.
• Lead the Europe region's engagement with FSC International Key Accounts and Sales functions, representing regional priorities and needs.
• Drive adoption of FSC International services and translate global initiatives into practical, country-level guidance and implementation plans.
• Foster collaboration, knowledge sharing, and best-practice exchange across European country operations.
• Coordinate regional responses to operational, reputational, or supply-chain integrity issues in collaboration with regional and international stakeholders.
• Lead, coach, and develop direct reports, ensuring clear objectives, performance management, and staff development throughout the cover period.

Your profile

• University degree in Business, International Development, Environmental Management, Sustainability, Public Administration, or a related discipline.
• Significant professional experience in international network development, membership organizations, certification systems, stakeholder management, or comparable business partnering roles.
• Proven people management experience, including coaching, performance management, and objective setting.
• Strong project management and organizational skills with the ability to manage multiple priorities simultaneously.
• Experience working in international and multicultural environments with diverse stakeholders.
• Excellent relationship-building, communication, and influencing skills, including the ability to achieve results without direct authority.
• Sound financial acumen, including experience with budgeting, financial oversight, and resource planning.
• Demonstrated ability to identify growth opportunities and support business, membership, or fundraising development initiatives.
• Strong analytical thinking, sound judgment, and the ability to assess risk and escalat[e?] issues appropriately.
• Fluency in English required; proficiency in an additional European language is highly desirable.

The Fine Print

• Location: Bonn, Germany.
• Working Hours: Full time - 40 hours per week.
• Duration of Employment: Temporary contract - (12-18 months parental leave cover)
