Job summary

Apex Companies, LLC is seeking a senior leader to build and grow its municipal infrastructure practice in Western Massachusetts. The role is remote with the opportunity to establish a local office, leading business development and project delivery for water, wastewater, and civil projects.

You will recruit and mentor staff, manage client relationships, and drive growth across municipal, utility, and public-sector markets, supported by national resources.

Qualifications

• 15+ years of experience in municipal infrastructure.
• Registered Professional Engineer preferred in MA.
• BS or MS in Civil or Environmental Engineering.
• Strong leadership and mentorship skills.

Responsibilities

• Lead growth of infrastructure services in your local market and develop strategic plans to expand municipal and public-sector relationships.
• Manage proposal development, interviews, and negotiations with municipal and utility clients; drive cross-selling of services.
• Oversee delivery of municipal infrastructure projects ensuring scope, schedule, budget, and quality.
• Recruit, mentor, and grow engineers and project managers to strengthen Apex’s local presence.

This role is eligible for a minimum $20,000 sign-on bonus, in accordance with the Company's sign-on bonus program and applicable terms and conditions.

Apex is expanding its Infrastructure Practice and seeking a senior leader to build and grow our infrastructure (water, wastewater, stormwater, transportation, civil engineering) business in Western Massachusetts.

This is a strategic growth role for a senior, client‑facing professional with a strong municipal network and an active book of business. The successful candidate will lead business development and project delivery for municipal infrastructure projects in their local geography, supported by Apex’s national resources and multidisciplinary teams.

The role begins as remote with the opportunity to establish and lead a new office in your target market.

Key Responsibilities:

Market Growth & Leadership

• Lead the growth of Apex’s infrastructure services within your designated local market.
• Develop and execute a strategic plan to expand relationships with municipal, utility, and public‑sector clients.
• Leverage existing client relationships and your market insight to establish Apex as a trusted regional partner.
• Collaborate with Divisional and Regional Leadership to align local efforts with Apex’s broader infrastructure strategy.

Client Development & Relationship Management

• Serve as a trusted advisor to municipal and utility clients, understanding their infrastructure priorities and funding mechanisms.
• Identify and pursue new project opportunities, lead proposal development, and manage interview and negotiation processes.
• Drive cross‑selling of Apex’s complementary environmental, construction, and compliance services.
• Represent Apex at professional associations, technical committees, and industry conferences.

Project Delivery & Fiscal Oversight

• Oversee delivery of municipal infrastructure projects including water and wastewater treatment, distribution/collection systems, stormwater management, transportation or civil engineering.
• Ensure technical excellence, quality control, and adherence to scope, schedule, and budget.
• Provide technical leadership, mentoring, and QA/QC oversight to project teams.
• Manage project performance, including backlog, utilization, and profitability metrics.

Team Building & Mentorship

• Recruit, mentor, and develop engineers, project managers, and technical staff to grow Apex’s local presence.
• Foster a collaborative, high‑performance culture focused on client satisfaction and technical excellence.

What we’re looking for:

• BS or MS Degree in Civil or Environmental Engineering or relevant engineering discipline
• 15+ years of experience in municipal infrastructure
• Registered Professional Engineer preferred in MA
• Demonstrated success in developing new markets, securing key municipal clients, and achieving financial growth targets
• Strong record of mentoring, team development, and leading cross‑discipline project teams
• Demonstrated ability to work effectively with clients in a forward‑thinking manner to drive growth and sustained performance through effective leadership
• Excellent written and verbal communication skills
• Desire to manage and mentor all levels of staff

Annual Expected Pay Range

$195,000 — $220,000 USD
