A global security consulting firm is seeking an expert for workshops and training on public space and critical infrastructure protection in Germany. Responsibilities include developing training materials, conducting workshops to align national legislation with EU requirements, and collaborating with experts. Ideal candidates should have significant experience in EU regulations and project management. This role offers €500 per day for a maximum of 5 days between January and May 2024.

4.2.2 Workshops on legislation and strategies aimed at reinforcing public spaces’ protection

5.2.2 Regional training on current EU regulations on critical infrastructure protection (CIP) and resilience

The project «Strengthening Public Spaces and Critical Infrastructure Protection in The Western Balkans» has two main objectives:

• The adoption by the Western Balkans of EU best practices and approaches to terrorist threats to public places and critical infrastructure.
• To strengthen strategic and operational cooperation within the Western Balkans and between the region and the EU in detecting, investigating and responding to terrorist threats to public places and critical infrastructure, using EU tools.

To achieve these, the two subjects have different activities planned:

• Improved strategies and institutions to manage critical infrastructure protection.

Protection of public spaces

• EU legislation, strategies and best practices on which the Project is based on will be comprehensively presented. In accordance with the needs of beneficiaries and the gap analysis presented in each beneficiary report, beneficiaries will be supported in drafting legislation proposals to strengthen the legal framework and the strategies aimed at reinforcing public spaces’ protection will be reviewed.

This activity will comprehensively present all EU lagislation, strategies and best practices on which the project is based on and the national legislation will be revised and harmonized with EU requirements.

• Objective(s)

EU legislation, strategies and best practices in the field of public space protection will be presented and national legislation will be revised according to the gap analysis. In the field of critical infrastructure new European framework will be presented and beneficiaries will be supported in drafting legislation proposals in line with EU requirements.

• Methodology
• Developing the curriculum (presentations) by the Short-Term Experts in Zagreb, Paris and Rome on the PS and CI protection
• Collaborating virtually to compile, rehearse and fine-tune all the presentations

Drafting necessary materials (presentations) that serves as a guide for all the beneficiaries, facilitating the alignment of their national legislation with the European framework and harmonizing legal standards in terms of the protection of public spaces and critical infrastructure.

The activity will yield a set of deliverables for the alignment of beneficiaries national legislation with the European framework in terms of the protection of public spaces and critical infrastructure. These include a set of drafted presentations that encapsulate comprehensive European framework and best practices in the fields. Supporting documentation and resources, refined through simultaneous input, will accompany the presentation, empowering the beneficiaries with practical tools for seamless implementation.

• Mission date and duration of services

Maximum of 5 days between January and may 2024.

• Payments

The expert will receive 500 €/worked day.

The payment will be done once:

– The deliverables are validated by CIVIPOL and the experts team.

- The expert delivered all the administrative documents for the mission: signed contract, Time sheet, boarding passes if applicable and any other document mentioned in the contract.

– The expert sends the invoice.

• Logistics

All presentations will be collected by key experts and these presentations will serve as curriculum for 5 working days in each beneficiary.

Specific professional qualification and experience

• Experience in monitoring processes, proposing and taking steps to improve and develop processes in police/civil protection organization
• Expertise in creating strategic documents at national and regional level
• Expertise in drafting law regulations
• Experience in the field of international police/civil protection cooperation
• Practical experience in maintaining security in larger public gatherings
• Expertise in EU law and regulations, especially those related to critical infrastructure protection
• Deep understanding of the EU acquis and able to assess the compatibility of national legislation with EU standards
• Skilled in conducting risk and vulnerability assessments related to critical infrastructure with an ability to identify potential weaknesses and gaps in security measures and propose appropriate solutions.
• Experience in managing complex projects with multiple stakeholders, overseeing the coordination and implementation of the country assessments and regional project work plan
