UNDP in Bonn seeks a Partnerships Specialist to support the NSP Strategy, coordinate engagement with governments, donors and partners, and advance resource mobilization. The role involves developing partner strategies, analyzing trends, and preparing strategic inputs for senior management.

Organizational context: The United Nations Development Programme (UNDP) is a global leader in international development, operating in 170 countries to improve lives and protect the planet. The Bureau for External Relations and Advocacy (BERA) builds strategic relationships and alliances, shaping public narrative and securing funding. The New Strategic Partnerships Team within BERA focuses on building and managing partnerships, primarily with Member States, to strengthen UNDP's resource base.
Job purpose: The Partnerships Specialist will support the implementation of UNDP's New Strategic Partnerships (NSP) Strategy, working under the guidance of the Team Leader. This role involves executing work plans, monitoring targets and resource mobilization, and managing communications and knowledge management activities. The specialist will collaborate with regional and global teams to align partner interests with UNDP priorities. Key functions include facilitating partnership opportunities, strengthening relationships, monitoring progress, gathering intelligence, enhancing visibility, and managing knowledge. The position operates within UNDP's portfolio approach, requiring cross-functional collaboration and integrated ways of working to achieve strategic development goals and strengthen the organization's resource base.
Responsibilities: Develop and implement partner engagement strategies, including defining priorities, objectives, and KPIs. Synthesize and analyze intelligence on trends, political, and socio-economic contexts to identify new partnership opportunities. Manage proactive engagement with partners, providing analytical input and strategic advice to senior management and counterparts. Facilitate partner positioning and visibility through collaboration with communications and relevant units. Support core and non-core resource mobilization by preparing for high-level dialogues, formulating analytical inputs on partner priorities and funding trends, and monitoring resource mobilization efforts. Catalyze diversification of non-DAC partners and prepare new financing agreements. Coordinate communications, advocacy, and visibility initiatives, operationalize MOUs, and provide technical inputs for funding analyses and risk assessments. Facilitate internal coordination across BERA, Regional Bureaux, and thematic units, promoting integrated ways of working. Design and deliver capacity-building materials for partnership and resource mobilization, enhance the partner knowledge repository, and codify lessons learned.
Education: An advanced university degree (Master’s or equivalent) in International Development, International Affairs, Political Science, Public Policy, or a related field is required. Alternatively, a first-level university degree (Bachelor's) with an additional two years of qualifying experience will be considered.
Work experience: A minimum of 5 years of relevant work experience (with a Master's degree) or 7 years (with a Bachelor's degree) in partnerships development, resource mobilization, or development cooperation is required. Demonstrated experience in developing and managing strategic partnerships, engaging with government counterparts, donors, or development partners, and leading resource mobilization initiatives is essential. Proven experience in coordinating partner engagements, advisory meetings, or multi-stakeholder initiatives, including preparing background documentation, is also required.
