Zusammenfassung

A consultancy organization is seeking a qualified candidate to facilitate the review of monitoring and evaluation frameworks related to food system transformations. The ideal candidate will have an advanced degree in political or social sciences and at least 5 years of relevant experience in monitoring and evaluation. Strong analytical and engagement skills are required. This is a full-time position based in Bonn, Germany.

Overview

This consultancy contract will facilitate the review of policy existing M&E frameworks and data landscape which will inform the development and alignment of TAPE National and the NAS M&E framework ensuring they reflect national priorities align with existing frameworks at national and county levels and leverage current data collection efforts.

Responsibilities
  1. Political feasibility assessment and political economy analysis exploring government priorities stakeholder interests and potential socioeconomic impacts of incremental agroecological transitions. This analysis will identify key levers to support food system transformation and priority research questions to be addressed through TAPE National. These questions will be co-developed with the technical multi-actor task force and inform TAPE National survey adaptation and selection of a target population.
  • A List of Key Levers for Food System Transformation
  • A structured summary of the most influential factors ("levers") that can be acted upon to drive change in the national food system.
  • Set of Priority Research Questions

A focused list of evidence gaps and critical research questions tailored to national contexts which will guide the TAPE National program's future research and policy efforts

  1. Review of existing M&E frameworks including the Ministry of Agriculture and Livestock Developments (MoALD) Climate Smart Agriculture M&E framework Agricultural Sector M&E framework and M&E frameworks from other sectors (e.g. health environment economy) as well as county-level M&E plans. This review will be used to ensure that TAPE National and the NAS-FST M&E framework align with existing frameworks at the national and county levels.
  • Comparative Analysis Report

A detailed document describing all relevant M&E frameworks the indicators and methods used for data collection as well as how data are stored processed and analyzed as well as which actors play which roles in these M&E frameworks and their implementation

  • Framework Harmonization Recommendations

A set of practical recommendations to align indicators methodologies and reporting structures.

Data and Stakeholder Engagement
  1. Engage with the Kenya National Bureau of Statistics (KNBS) and other relevant institutions to map ongoing data collection efforts methods used and data management practices. This includes national and local datasets as well as GIS data to identify information gaps and opportunities to utilize existing data through TAPE National and the NAS-FST M&E framework.

Data Landscape Mapping Gap Analysis Report

A comprehensive report that describes in detail the key actors such as governmental institutions and universities identifies missing or insufficient data management structures needed to effectively monitor and evaluate food system transformation through TAPE National and the NAS-FST framework.

Recommendations for Data System Improvements

A set of actionable recommendations to address the identified gaps e.g new data integration initiatives or modules.

International Reporting and Alignment
  1. Analyse international reporting requirements related to CAADP UNFCCC (NDC) UNCBD (NBSAP) etc. and determine how these align with and can be incorporated into TAPE National and the NAS-FST M&E framework.
  2. Analysis Report

A comprehensive review of the key reporting obligations under international frameworks relevant to food systems.

Recommendations Brief

A set of practical recommendations outlining how international indicators and reporting needs can be integrated into TAPE and NAS-FST

Qualifications and Skills

Advanced degree (Master's or higher) in political or social Sciences, Statistics, or a related field with a clear focus on food system analysis

Minimum of 5 years of relevant experience in monitoring and evaluation within research projects, NGOs, government agencies, or international organizations with a clear focus on food system transformation and / or agroecology

Good understanding of the different relevant governmental (e.g. agriculture, environment, health, finance) and societal (public, private and civil society) sectors involved in food system transformations in Kenya
