About us
We set the course for Hamburg's spatial development: with a great deal of commitment and technical expertise, the Office for Regional Planning and Urban Development in the Ministry of Urban Development and Housing creates the planning conditions for Hamburg's growth. The authority acts as an interface between the Senate and district authorities and manages outstanding urban development projects in one of the most livable cities in Germany.
In the Digitization Department of Regional Planning and Urban Development, in a team of currently fifteen employees, we are looking for you to join us to advance the digitization of planning processes! The IT project "Digital Urban Land Use Planning (DiPlanung)" aims to expand legally compliant and digital process management and to create unique solutions for the digital control of spatial planning processes. Are you interested in developing and coordinating these processes?
Your tasks
- responsible for the technical and functional further development of the DiPlanning and Planning Infrastructure System (PLIS) based on the technical requirements of the planning bodies and commissioning the implementing bodies,
- accompany the software migration from the application Bauleitplanung Online (BOP-HH) and develop the DiPlanBeteiligung application in the context of the Online Access Act (OZG context),
- advise the planning departments on all questions relating to DiPlan,
- plan and carry out information, training and discussion events,
- design and process all specialist topics with an increased level of difficulty, processes with political relevance and answer political inquiries or prepare information for the management of the authorities.
Your profile
Required
- University degree (Bachelor's degree or equivalent) in urban / regional planning, urban planning, computer science, geoinformatics, surveying, geodesy, geography with a focus on spatial and regional planning or urban development as well as comparable fields of study or
- equivalent skills and experience or
- as a civil servant: Qualification for career group 2, first entry-level post in the general or technical services field and you are already in an office of at least grade A11
Advantageous
- At least two years of experience in project management and agile software development with Scrum in the role of Scrum Master and Product Owner
- in-depth knowledge in the areas of front-end web development (JavaScript, CSS, HTML, responsive design), server-side platforms and programming languages (Node.js, PHP, Python), confident handling of databases (SQL, PostgreSQL, PostGIS)
- Experience in the field of urban planning, in particular urban land-use planning, possibly regional planning, planning approval and knowledge of planning and building law
- Strong analytical and methodical thinking skills as well as good verbal and written communication skills with a good command of German (language certificate, at least C2 if applicable)
- Ability to work independently, professional and accurate judgment, negotiation and moderation skills as well as teamwork and cooperation skills
