Zusammenfassung

Canal & River Trust is seeking a Dredging & PSC Framework Contract Manager to lead national multi-supplier frameworks under NEC3/NEC4. The role covers contract governance, training, and strategic performance across England and Wales.

You will manage relationships with senior suppliers, oversee risk and compliance, and drive value through efficiencies while aligning with Trust values. Flexibility for travel and remote work is required.

The role is a principal management role within our Operations Division. As Framework Manager, you will be responsible for the contract delivery of all activities through our multi-supplier Dredging & Professional Service Contract (PSC) Frameworks. The Dredging Framework delivers circa £10m of works per annum and the PSC Framework, circa £1-3m of works per annum across England and Wales. Works and Services are delivered under the NEC3 and NEC4 Forms of Contract.

We aim to ensure that the Trust ascertains value for money, and to protect the Trust and individuals within it from adverse risk.

Working Hours & Location

This role follows 37 hours, Monday to Friday working pattern. The vacancy will be offered on a remote working basis, with a requirement to attend our main hub spaces as and when required for team working and collaborative meetings.

Travel throughout the regional waterway network will also be expected to enable site visits and meetings.The regularity & flexibility of travel will be discussed further at interview stage. Regular accessibility to our network is essential.

The concentration of works means our relevant regional hubs include: Leeds, Burnley, Ellesmere Port, Birmingham, Leighton Buzzard, Gloucester & London

Role overview

As our Dredging & PSC Framework Manager, you will be a self-motivated individual, engaged in providing a high standard of contractual expertise and support to deliver best value from our Dredging and PSC contracts. You will report to the Commercial and Contracts Manager within the Commercial & Contracts Team.

Specifically, this role will:

  • National responsibility for our multi-supplier Dredging Frameworks, ensuring consistent application of NEC3 contract processes, compliance, and effective framework management across all regions fulfilling the role of Project Manager, Supervisor and Employer’s Agent.
  • National responsibility for our multi-supplier PSC Frameworks, ensuring consistent application of NEC4 contract processes, compliance, and effective framework management across all regions, fulfilling the role of Service Manager.
  • Accountable for the training, competency and on-going support of delegated Project/Service Managers, Supervisors and Employer’s Agents who administer the contract.
  • Responsibility for contract processes including CEMAR fulfilling role of the Trust’s super user.
  • Leads, develops, and coaches contract delegates and Supplier staff to ensure that the appropriate skills and competencies are maintained, including contract understanding and CEMAR best practice, to ensure full contract compliance.
  • Key relationship management of the Suppliers’ senior teams and the Trust’s Regional Project Delivery Managers and Programme Management Office (PMO).
  • Responsibility for the oversight of the working relationships and working with other managers to resolve any issues. (behaviours and culture).
  • Responsibility for the agreement of the Contractor’s Delivery Team resources to deliver the Trust’s requirements in addition to managing the various recovery mechanisms.
  • Management of contract risk across the delivery phases of works to ensure contract compliance and exemplar contract management for the delivery of optimum service, this includes the correct selection of contract.
  • Responsible for the delivery of efficiencies and innovation through active contract management, maximising utilisation of Suppliers’ expertise to improve value to the Trust. Lead on strategic and performance reviews of the contract, its effectiveness, and its efficiency.
  • Responsible and accountable for the performance management measures and continuous improvement within allocated contracts (value for money, external/internal benchmarking, stakeholder satisfaction etc.) ensuring key performance measures and reviewed as defined in the contracts and ensuring contracts deliver the required level of customer care and meet the requirements of our Values.
  • Support and play a leading role in the procurement of our proposed new Dredging Framework (March 2028), including contract and specification development, tender evaluation, internal stakeholder engagement and mobilisation planning, ensuring a compliant and effective tender outcome.
  • Display the Trust’s Values and behaviours at all times.
  • Ensure that diversity and inclusion are integrated into all aspects of Trust life and promoting inclusion by challenging behaviour, practices, actions, or decisions that are counter to the objectives of the Trust’s policies and values.

About You

You will be a highly organised individual who self manages effectively to deliver to agreed deadlines. Collaboration and teamwork are how you do business. In this role you will also have day to day administration to manage, so it is important that you can assist in the administration of all Contract and KPI rebates for the various Contracts and assist to administer all annual price inflation in accordance with the relevant Contracts. You’ll care about the necessity for accuracy of administration.

Skills & Qualifications

Essential:

  • Extensive experience and understanding of the NEC suite of contracts and contract/relationship management including negotiation and dispute resolution.
  • Experience of managing large delivery programmes gained in a complex business environment.
  • Demonstrable experience in managing multi-disciplinary teams functionally across organisations creating and maintaining collaborative working environments.
  • Proven leadership and negotiation skills, commercial and financial awareness with strong organisational skills.
  • Proven history of exercising sound commercial and technical judgement in complex issues.
  • Excellent interpersonal skills enabling the building of collaborative relationships across Trust and with contractors and external stakeholders.
  • Good communication skills and able to effectively influence others.

Desirable:

  • Degree or equivalent in related discipline (e.g. Civil Engineering or Construction Management) plus chartered/associate membership of an appropriate professional body (or actively working towards).
  • Holds a current NEC Project Manager Accreditation (within last 5 years).
  • Knowledge of other Contract Options ICE, JCT.
