Established in 1970, Southside Virginia Community College (SVCC) is one of 23 colleges in the Virginia Community College System, with seven locations across several counties, including Brunswick, Charlotte, Nottoway, Mecklenburg, Greensville, and Halifax. The Director of Financial Aid and Veterans Affairs provides strategic leadership, oversight, and administration of all federal, state, institutional, and private financial aid programs, as well as veterans’ educational benefits at Southside Virginia Community College. Reporting to the Vice President of Enrollment Management & Student Success, this position ensures the accurate, efficient, and compliant delivery of student aid to support access, affordability, and successful completion. The Director oversees daily operations, supervises professional and student staff, manages budgets, monitors regulatory changes, and maintains accountability for Title IV and VA program compliance. This position plays a critical role in advancing institutional enrollment, retention, and student success goals by ensuring timely awarding, exceptional service, process improvement, and the responsible stewardship of college resources. The home campus of either Keysville, VA / Alberta, VA is given with consideration of the chosen candidate's preference.
The Director shall have the following responsibilities, but is not limited to :
Responsibilities
- Responsible for maintaining Title IV Participation Agreement with the U.S Department of Education. Submits new programs for funding approval and ensures compliance with Title IV aid programs.
- Supports and actively participates in the college’s major initiatives for process improvement in financial aid and student services.
- Prepares, writes, and files College-wide institutional applications and reports for federal and state programs, which include the Fiscal Operations Report and Application to Participate (FISAP), the Financial Aid Reporting System Data Report (SCHEV report, S1 / S2 and S5), and any other reports related to the programs administered. Answers questions and provides information during audits and official reviews to justify policies, procedures, and variances.
- Supervises, trains, and evaluates department staff; works with staff to assign responsibilities; determines department priorities and procedures; and ensures cross-training.
- Ensures compliance with federal and state regulations regarding Financial Aid. Coordinates and oversees the awarding of grants. Oversees financial aid disbursements and performs monthly reconciliations with the U.S. Department of Education to maintain compliance. Collaborates with the SVCC Foundation Office to award and disburse scholarship funds.
- Administers satisfactory academic appeal (SAP) evaluation and appeal process for students seeking reinstatement of financial aid eligibility.
- Advises students, parents, staff, high school counselors, other college personnel, and off-campus sites on all aspects of student financial aid.
- Manages the department's annual budget process. Approves and monitors office expenditures. Monitors fund balances in the institutional Student Information System (Oracle / PeopleSoft) and external systems. Take appropriate action to maximize usage of grant funds and to prevent over awards.
- Remain current on state and federal regulations and communicate changes to affected constituents. Attends internal and external meetings and conferences, and reports changes to program requirements.
- Ensures supervision of Work-Study students and appropriate administration of the program.
- Oversees the monitoring of enrollment reports to identify students subject to the Return to Title IV aid policy.
- Oversees and ensures that the College's Veterans’ Benefits certification process is efficient, timely, and accurate. Ensures compliance with VA regulations, monitors student progress, and updates records for reporting. Works with the Virginia State Approving Agency to obtain approval of new programs.
- Performs other duties as assigned by the Vice President of Enrollment Management & Student Success.
The Director of Financial Aid and Veterans Affairs is responsible for the IT Security Role of Data Owner as specified in the COV ITRM SEC 501-01 Security Standard.
Minimum Qualifications
- Master’s degree in Higher Education Administration, Student Affairs, Business, Accounting, Finance, Public Administration, or a closely related field; or a combination of equivalent education and experience
- Recent experience working in higher education financial aid with responsibility for Title IV compliance and operational processes
- Supervisory experience, including hiring, training, evaluating, and developing staff.
- Comprehensive knowledge of federal and state financial aid regulations, awarding processes, SAP policies, and Return to Title IV (R2T4) requirements
- Recent knowledge and experience using financial aid systems, student information systems, and technology tools used to deliver and reconcile aid
- Strong analytical, organizational, and problem-solving skills, with the ability to interpret regulations and ensure data integrity
- Excellent communication skills and the ability to clearly explain complex financial aid and veterans’ benefits information to diverse audiences
- Demonstrated ability to uphold high ethical standards, maintain confidentiality, and exercise sound professional judgment
- Ability to work effectively in a fast-paced environment with strict regulatory deadlines and high-volume operations
Additional Considerations
- Five or more years of financial aid experience in higher education, demonstrating increasing responsibility with Title IV processes and regulatory compliance
- Recent experience working in a community college setting, especially one serving rural or under-resourced student populations
- Experience using Oracle / PeopleSoft Campus Solutions or comparable Student Information System financial aid management systems
- Experience leading process improvement initiatives, implementing new technologies, or enhancing financial aid operations
- Demonstrated success collaborating with multiple departments such as Enrollment Management, Business Office, Foundation Office, and Academic Affairs
- Experience administering VA education benefits and maintaining compliance with SAA requirements
- Experience managing budgets, monitoring fund balances, and applying internal control principles
- Experience participating in or responding to audits, program reviews, or compliance evaluations
