Zusammenfassung

A leading recruitment agency in Rheinland-Pfalz is seeking a capable Procurement Officer responsible for managing the full lifecycle of procurement procedures within an international framework. The ideal candidate will have at least 3 years of experience in procurement and strong analytical skills. Excellent communication in English is required, along with a proactive and detail-oriented approach.

Qualifikationen

  • Minimum 3 years in procurement, preferably in an international financial institution.
  • Proven track record in drafting documents (RFPs, Notices) and managing procedures.
  • Excellent ability to assess and mitigate commercial and compliance risks.

We are seeking a highly capable Procurement Officer (M / F) to autonomously manage the full lifecycle of procurement procedures (goods, services, and works) within an international institutional framework. You will ensure processes adhere to the general principles of transparency, equal treatment, and non-discrimination.

Core Responsibilities
  • Lead all stages of the procurement process, from drafting and publishing tender documents to contract signature.
  • Conduct commercial negotiations and manage clear communication with bidders and internal stakeholders.
  • Organize, coordinate, and support evaluation committees; handle bidder notifications and debriefings.
  • Advise internal units on procurement matters and support the development of technical specifications.
  • Collaborate with Legal and other internal teams to maintain regulatory compliance.
Candidate Profile
  • Education : Advanced University Degree in a relevant field.
  • Experience : Minimum 3 years in procurement, preferably within an international financial institution, an international organization, or an EU / Member State institutional body.
  • Expertise : Strong knowledge of procurement, ideally in IT, Facility Management, HR, or Consultancy services.
  • Skills : Proven track record in drafting documents (RFPs, Notices), managing procedures, and conducting negotiations. Excellent ability to assess and mitigate commercial and compliance risks.
  • Communication : Excellent oral and written English, able to explain complex topics clearly to non-experts.
