Qualifikationen

Organizational context: The World Health Organization's Division of Health Promotion, Disease Prevention and Care (PPC) focuses on advancing global health. Within this division, the Noncommunicable Diseases & Mental Health (NMH) department works on promoting health and preventing illness. The CAI Unit specifically enhances cross-cutting activities related to disability and rehabilitation at global, regional, and national levels.

Job purpose: This role provides technical expertise in disability within the WHO's NMH department, contributing to the effective implementation of the WHO Disability Health Equity Initiative. The position supports the development and dissemination of evidence-based technical materials and tools to assist Member States in creating disability-inclusive health systems. It also involves coordinating activities for the International Day of Persons with Disabilities, conducting research, and supporting work plans and resource mobilization for disability-related initiatives. The role serves as a key technical point of contact for disability inclusion, liaising with internal and external partners to advance WHO's global health agenda.

Responsibilities: Provide technical expertise on disability, ensuring efficient and effective activity implementation and supporting the WHO Disability Health Equity Initiative globally, regionally, and nationally. Develop and implement evidence-based technical materials and tools to foster disability-inclusive health systems in Member States. Liaise with Regional and Country Offices and external partners on disability-related activities. Support the planning and execution of WHO initiatives for the International Day of Persons with Disabilities. Develop training materials for capacity building in disability inclusion. Conduct and contribute to research, compiling and evaluating data on disability-inclusive health systems. Assist the Unit Head with work plans, budgets, and resource mobilization. Act as a technical focal point for disability inclusion, responding to inquiries and providing detailed information. Exchange information with counterparts and partners on disability policies and strategies. Prepare and deliver presentations and informational materials. Monitor technical content for the WHO website and participate in relevant meetings.

Education: Essential: Advanced university degree (Master's or above) in health sciences, public health, or a related field. Desirable: PhD in public health or a related field.

Work experience: Essential: Minimum of 7 years of progressive professional experience in technical program implementation and policy support for disability inclusion. This includes experience at country and/or regional levels, providing technical support to government partners and implementing disability inclusion strategies. Demonstrated international exposure is required. Desirable: Experience within the UN system and providing guidance on health system development.

Skill in reviewing and revising policies. Strong interpersonal skills. Excellent knowledge of health and safety regulations and technical aspects of disability. Excellent public speaking skills.
