• Certified CPRE Foundation or equivalent (proof required).
• Fluency in German C1 and French B1 with documented evidence.
• Minimum four years of demonstrable business analysis experience.
• Degree from a university, university of applied sciences or higher technical college with a diploma.
• Experience with HERMES and SAFe in hybrid environments.
• Experience analysing complex system landscapes with many interfaces.
• Ability to work with large user communities and public administration stakeholders.
• Ability to balance ongoing development with system replacement preparation.

Responsibilities

• Support the analysis and resolution of complex incidents, software defects and business queries beyond first-level support
• Manage and triage the project mailbox
• Contribute business expertise and functional migration requirements to a parallel system replacement programme

Job description

Our client in the Swiss public sector is looking for an experienced Senior Business Analyst with Product Owner responsibilities (SAFe) to support the ongoing operation and continuous development of a central case management system.

Working within a hybrid HERMES and SAFe environment, you will translate business needs into actionable requirements, manage and prioritise the team backlog, define acceptance criteria, and support testing and release activities. You will also contribute to a parallel system replacement programme.

Key Responsibilities

• Gather, analyse and document complex business requirements from internal and external stakeholders
• Model business processes, system requirements and functional specifications
• Translate business needs into epics, features and user stories, including clear acceptance criteria
• Maintain and prioritise the team backlog in alignment with product management
• Prepare and participate in backlog refinement sessions

Mandatory Requirements

• Certification: Valid CPRE Foundation certification or equivalent, with proof submitted alongside the application
• Languages: German at C1 level or above and French at B1 level or above (CEFR), with documented evidence
• Professional experience: At least four years of demonstrable experience in business analysis
• Education: Degree from a university, university of applied sciences or higher technical college, supported by a diploma
• Methodologies: Strong practical experience with HERMES and SAFe in a hybrid project environment, including backlog management and refinement
• Technical environment: Experience analysing requirements across complex system landscapes with numerous interfaces
• Stakeholder management: Ability to work with large user communities and stakeholders across multiple levels of public administration
• Operational delivery: Ability to balance ongoing system development with the preparation of a system replacement

Nice to Have

• CCBA or CBAP certification
• HERMES Foundation certification or an equivalent qualification, such as IPMA, PRINCE2, PMI, CSM, CPOM or SAFe
• Experience delivering comparable projects and independently producing business object models, requirements specifications, functional concepts, process models, REST/SOAP interface specifications or test documentation
• Experience managing incomplete or conflicting requirements
• Familiarity with federal public-sector requirements relating to controlling, reporting, information security and data protection

Additional Requirements

• Residence in Switzerland or a valid C residence permit is required when submitting the offer
• Remote work is permitted within Switzerland only
• On-site presence in the Bern area is required for 40-60% of the assignment, depending on the project phase

We are looking for VAT-registered professionals (Partita IVA) available to collaborate, with a daily rate between € 370 and € 400.
