Zusammenfassung

DCAF is seeking a Program Manager to lead the Libya program under the One DCAF approach, reporting to the Head of MENA. The role focuses on strategic planning, development of entry points, and engagement with partners in Libya and the wider North Africa region.

The successful candidate will have 7+ years in peace/security, strong analytical and coordination skills, and the ability to work in a multicultural setting with high-level executives and government officials.

DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity-building of both state and non-state security sector stakeholders.

For our Middle East and North Africa (MENA) Entity, we are looking for a highly dedicated and dynamic individual to be our next:

• Location: Geneva, Switzerland with regular travel *
• Starting date: 1 November 2026 or as agreed
• Work rate: 80-100%
• Duration: Permanent **

The role

Reporting to the Head/Deputy Head of MENA, the Program Manager will lead the development and strengthening of DCAF programmes and engagement in Libya. The successful candidate will also be a source of vision and expertise related to DCAF's work in the North Africa region, including under its Trust Fund for North Africa (TFNA).

Responsibilities include, but are not limited to:

• Strategic planning, design, implementation and coordination of DCAF's Libya program under the One DCAF approach;
• Identification and development of new and existing entry points in DCAF's engagement in Libya;
• Conduct regular analyses on the operational environment, challenges and opportunities;
• Contribute to the development and execution of research and knowledge development efforts;
• Lead high-level dialogues and stakeholder engagement;
• Take the lead on relevant proposals and support donor relations;
• Prepare background summaries, talking points, presentations and other documents as requested.
• Represent DCAF at external events as appropriate.
• Monitor the developments in the Libyan context to inform management engagement decisions, including on the methodologies of work in Libya and DCAF's presence in the country.

Your experience

• Minimum of 7 years of experience, with a track-record of achievements in the fields of peace, security, or related, of which at least 2 years working directly in/on Libya and the wider region, preferably in a field related to DCAF's mandate;
• Proven ability to translate emerging opportunities into SSG/R-related programmatic interventions and activities;
• Expert-level knowledge of DCAF's areas of expertise (SSG/R) and mandate;
• Proven ability to sustain follow up on programme implementation, impact, learning and reporting;
• Experience in managing external partnerships;
• An advanced degree in development, security, international relations, business management, public administration or other relevant area of studies;
• Proven ability to communicate, negotiate and work with high level executives, government officials, and non-governmental and multinational organisations;
• Ability to work in a multicultural environment successfully and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes;
• People management skills and demonstrated team player abilities;
• Excellent English, with knowledge of Arabic an advantage;
• Strong planning, coordination and analytical skills;
• Flexibility, including availability for mission travel to Libya.
