Job summary

The United Nations in Geneva is seeking a Consultant for the Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) to advance outreach strategy, stakeholder engagement, and inclusive communication across operations.

This role develops country-specific outreach plans, provides targeted guidance to staff and partners, conducts trainings, and creates practical tools to monitor impact and accessibility, while ensuring victim-centered messaging and coordination with families

Responsibilities

• Develop and implement an Institutional Outreach Strategy with priorities, timelines, target audiences, and key engagement actions.
• Create country-specific outreach strategies and/or action plans for focal countries and countries of operation.
• Provide targeted technical support to staff and country teams on outreach planning and implementation.
• Deliver training sessions and workshops on outreach, stakeholder engagement, and inclusive communication.
• Develop practical outreach tools and guidance (e.g., engagement guidelines, planning templates, messaging frameworks).
• Establish a basic outreach monitoring framework with indicators to measure reach, engagement, participation, and impact.
• Review outreach materials for accessibility, victim-centeredness, gender sensitivity, and alignment with institutional messaging.
